I regret that this transmission holds within it bad news.
I'm linking this transmission to you in its entirety, as it pertains to the safety of your assets within the Omicron Region. The Core have seen it fit to break the fragile Pact of Non-Aggression between themselves and the Legacy cell, put in place to avoid casualties and prioritize the Nomad threat. Their decision, whether by a lust for power, money, or influence, was not going to stand, and the times of relative peace between us are unfortunately at an end.
I'm sending you this as a gesture of respect, and to ensure that Freeport 11 is prepared in the event of a clash between Core and Legacy Cell forces. I've already given my men their orders in regards to Core personnel, and while I hope this situation changes in the future, I'm certain it will not be without cost.
Sat in her administration office, the desk looks emptier than usual. She clears her throat and speaks in a friendly tone.
"Patricia, it's good to hear from you. Hope all is well, considering what you've just sent me.
Should the Legacy cell and Core wish to fight, I will have to request that neither vessels of the Core or Order approach the No Fire Zone. This is naturally to ensure the safety of our own people first and foremost. I will have 3 Carriers, The Lupus, The Retribution and The Platinum stationed at the Freeport along with the Nyx in support. You are welcome to come and go as you see fit, but any hostilities outside my organisation's stations will be dealt with swiftly. So long as you are outside the No Fire Zone, I will leave you be. Velvet's only concern is that of the Nomads and their influence as well as keeping our people safe.

Melissa bows her head in respect. Just before the transmission ends, she can be seen moving folders and files into a box.

"Patricia, to save a new communication stream, I am reviving an old one. I must admit, the reason for me contacting you isn't one that I was really ever expecting to make. I won't be considering this any form of betrayal, per se, however it is incredibly alarming. I thank you deeply for letting us know of your itnentions to build an Aquilon, and have shown interest in the technology.
I will air my opinions on this, considering the potential ramifications on the Zoner population as a whole, although I do not and will never claim to speak for them. We have seen many a time that people are all too eager to tarnish the Zoners at any opportunity to destroy our reputation. Using an Aquilon against Velvet's allies in any regard will cause all of us issues. Not that it's your business, but my people will not tolerate GRG within the Southern Omicrons. Despite how they try and present themselves, I want to make clear, Black Fleet have already raised concerns to us in private about their former members dabbling in unsanctioned Nomad research. One of the many things outlawed by the Order, unless the Legacy does things differently?
I respect your will to wage war with Core... But choosing to carry on with an unsanctioned project will ultimately cause a lot of tensions between Velvet and Legacy, as well as potentially challenge relations between Black Fleet and Legacy as well, given a few projects we will be working on in close collaboration.
I ask that you reconsider this project for the sake of keeping our relations from souring with others.
For now, this is to remain strictly between you and I."

I can understand the desire to keep this in a hushed manner. While I will I say this isn't what I was expecting, it makes sense after some amount of thought.
I will put it straight, however, that should we ever get this ship it's being stationed as far away from the Core as physically possible. We have no intentions on using it against human factions, nor have we ever had intentions of using anything against human factions. Even if the Core are intent on causing my men and I migraines over stupid claims to arbitrary territory, we will never fire the first shot. We never have, and we never will. Anyone who tells you that we wanted this pointless crusade is talking out of their ass.
As for the GRG, I simply don't see why they're of such a heavy concern. Ingenuus disbanded, its leadership shot out across Sirius like a spray of birdshot, and whatever organization they had scooped up by the remaining Zoner primary organizations. While I'm not saying that what IRG was perfectly within reason, it sure feels like the Legacy is being drawn up to the same level as the Overwatch here, even in regards to where we should care. Genesis has not given us any cause for concern as to their motivations, and any opportunity we have extended to them, regardless of how antsy it makes Golanski, is made with the intention of overseeing their work and keeping their progress monitored to prevent problems from arising. Coordinating with them to oversee the construction of this Aquilon gives them the chance to prove themselves against their past, gives us the ability to monitor what they do aboard Lisbon, and saves Velvet the need to make room in your defensive schedule to construct it instead. The only casualty of this entire endeavor is the Overwatch's ego, which I personally have no issue with sacrificing to see progress unfold.
Despite what Golanski may say, the Legacy is not some small minor cell of the Order anymore, hell bent on proving people wrong. We've grown past that. Far past that.
As things stand, coordination with the GRG will continue as expected barring any setbacks. I'll be frank here, Melissa, and I mean this without insult, but if you're this concerned with us working with someone you don't particularly like, then how do you think we feel about you working with the Core?
I'll let this sit. I'll monitor this comm, and ensure nothing leaves here.
Melissa chuckles, knowing were Patricia is coming from. She bows her head respectfully as she speaks in a friendly tone.
"Patricia, I won't stop you from building or having access to an Aquilon. At the end of the day, the deal is between you and the exiled GRG.
If you think this is anything to do with Golanski, I thought you knew me better than this. I am friends with the Order as a whole, not one 'side' over another. Anything that happens internally isn't the concern of Velvet or it's operatives. What is my concern, is a collection of rogue scientists, parading as legitimate businessmen. We have already declared them exile, this will not change. They are not welcome into the Southern Omicrons were we have our forces concentrated, their supplies for Iridium and Azurite are cut off. We won't stop you from working with them, but just realised how unwelcome they are from our side of the fence. We have also been upfront with you every time we have worked with Core as well.
As far as our allies within the Order and Core go, it has been known well throughout both sides, that we do not pick either during your time of war, or when you were at peace. To imply differently, you know is not the truth, my friend. You know we don't support your war with them. Besides, why concentrate on them, when we have a mutual enemy, the Nomads. The reason the Order was set up in the first place.
You worked alongside the Core previously with your Non Aggression Pact. How do you think the Overwatch felt on that?
I have attached relevant comms as to why it has led to the directions with GRG. Although this is not the full story, for the sake of not wanting to cause more drama, this is as much as can be shared. Just consider, they are not welcome in the Southern Omicrons, Patricia... I doubt that many people have access to Omicron Epsilon, as that is realistically the only place you can build an Aquilon. Please think on this. I do not want to burn bridges, but you have to understand. In my eyes, you are working with an enemy of the Organisation, who are going out of their way to cause harm were it need not happen. Both Black Fleet and Velvet are calling upon your friendship here, because this can only bring problems for all of us later on."
Melissa smiles, bowing her head in her usual manner.
