I want to propose the following changes to how POBs are constructed:
1. Add IFF requirement on Base Construction Platform before deploying POB in order to prevent IFF-less stations.
2. Remove POB commodity requirements.
2. Add 250M fee deducted during /deploy
Reasons:
1. Building bases with no IFF has led to numerous cases of rather unkind approach from both sides. And even cases where admins have forgot to check if POB has IFF and still gave Core 2 blueprints.
2. It's a drag to collect them.
3. Money sink and slight POB spam prevention
I agree with 1st and 3rd but not with 2nd. Commodities are required to make a visibility of activity and pob live as it is player's installation, not npc one

It's about those starting commodities that must be on bass construction platform. FOW and other stuff would remain

While I understand your desire to preclude a certain class of problems, I also think that requiring a quarter billion to start a POB is going to increase the general toxicity when it is blown away by a group of people that have repeatedly proven that they enjoy salt mining.
Not really if you remove the quarter billion cost for upgrading to core 3. Then there's no cost increase.
But then the core 1 should probably enjoy the same protections as other cores. And that's where it can become annoying.
