You've most likely heard of the Marshals Service returning to active duty by now, so I will not bore you with needless greetings and get straight to the point. The state of the Marshals is not what I'd like it to be, as we face serious funding issues that I am called on to resolve. After discussions with the rest of the directorate, we have decided that a necessary first step is to acquire vessels to help us deal more easily with smugglers - those vessels include combat ships but also transports.
The reason for my getting in touch with you today is in regards to the transport vessels that we require. The Service would like to acquire a small number of transport ships from your surplus stores. Please reply to this communication if you're interested in such a deal and, if so, what terms would be agreeable.
I will go into more detail about the specific ships we require should you be interested.

This is a status update to the Liberty Marshal's Service. We are requesting approval from our executives, through vote, for the financial and material aid we will be providing to the Liberty Marshals. For the sale of our used vessels, we are taking into account depreciation (50% premium value), plus we are discounting on top of that. Call it a hometown discount!
The Oasis-class passenger liner will surely be a boon to the cause of justice in all of Liberty. We have a value in mind of what we will provide to the Liberty Marshals Service, but we ask that you divulge any upgrades that are required or wanted to the vessel. If the items are sensitive or confidential, I understand not sharing it with me in this media. While we are not wanting to break our own bank, we are committed to supporting a law enforcement department that, in my experience, holds great potential for a long time to come.

As for the Oasis-class liner, we require a liner with basic hull reinforcement that is fully equipped with civilian weaponry. In other words, nothing fancy. Let us know if you can complete this request of ours as well as what the total price would look like along with an account which you wish the payment to be sent to.

I again cannot express how impressed I am with your work with developing your organization to establish it as the premiere Liberty law enforcement agency. The work of you and your staff should be one that you and your organization should look upon with satisfaction.
With this in mind, we happily agree to support the Liberty Marshals Service. The following terms have been greed upon by our executives and will await your approval:
Gull Civilian Transport X2: 2,300,295sc ea
Pelican Armored Transport X2: 1,925,295sc ea
Albatross Civilian Transport: 4,550,295 ea
Those figures have taken into account depreciation after years of service in Universal Shipping. The total invoice comes to 17,551,770. However, as a courtesy to the Liberty Marshal Service, we have agreed to sell the above ships for 16,500,000sc.
For the Oasis-class Passenger Liner that will be retrofitted into a prison liner, we value that used ship at 62,041,125. However, we have rounded up this value to 64,000,000sc. The extra value is allotted for crew costs, defensive turrets, or any other unforeseen costs that may arise.
With the 64 million Sirius Credits that we will provide, minus the value of our ships in trade (16.5 million Sirius Credits), we agree to send 47.5 million Sirius Credits in aid.
As soon you accept these terms, our financial services will begin the process of wiring the funds to an account of your choice. As previously discussed, please let us know, at your earliest convenience, if further funding is required to assist in the building of Liberty Marshals Service. First of all I would like to apologize for the inconvenience of keeping you waiting for so long, unfortunately the past few days have been rather busy for me as I had to set up multiple databases for the Marshals. While that's being mentioned, I shouldn't forget to let you know that the Marshals now have their own Reporting Center for civilians to report any criminal behavior they see when there is no officer nearby. I think that would prove to be a useful tool for your captains.
Getting back to the subject in hand, I am very glad that we are receiving Universal's full support during these hard times for our establishment. The funding you will provide us with for the Oasis-class liner along with the five transports will go far in helping us do our work the most efficient and effective way. The sum of credits you mentioned can be wired to Marshals|Bank-01 at your earliest convenience.

Greetings Director Isla Nazumaki, Liberty Marshals Service,
There is nothing to be forgiven about the time between correspondence on this matter. I understand the challenges and energy required to maintain an organization, but I do not understand what it is like to build an organization. I am confident in believing it requires substantially more time and effort.
I have alerted our traders of the Marshals Reporting Center. I have informed them that they are not only to report pirate activity within our inner net, but also to provide intelligence to the Marshals so that the problem can be rooted, and if necessary, destroyed.
On to the matter at hand. I have wired the funds to the Marshals bank account as well as ordered the ships in subject to have their routine inspections performed prior to shipment. They will be in the best shape as a used ship can be. We have a pilot that I have tasked with spearheading the mission of delivering these ships to your custody. A certain... Mr. Hank Rover. I believe the two of you are acquainted. He insisted on performing this task, even to the extent of creating new words to express his wish in doing this. Sometimes I just have to let him do what he wants. I'm not sure if he's the best bad thing to ever happen to me, or the worst good thing.
Ah, got off track. As stated before, please inform us if we can be of any further assistance. We have already seen an increase in trade route efficiency and a decrease in pirate reports thanks to the service of you and your Marshals. You have our gratitude and we look forward to future dealings between our two great organizations!
