[Systems] Broken NPC in Omicron Nu

Bug: There is an npc in Omicron Nu only that is called "Error|ID unknown" and it causes all other NPCs to go hostile.

This problem causes normally friendly npcs to go hostile. I have encountered it only since the last update.

Turns out DSE was a little too friendly to these Navy lookalikes.
