Just so I understand this properly, does this mean only one OF is needed that's allied to one of the participants? Or does said OF need to be friends with both? Say, if Gaians and Hogosha were to fix this nerf, would just getting FLG or just TBH to sponsor it suffice?
Also, I assume the faction HC bit is reserved for officials only?
I guess FLG can ask for Gaians to give tech to hogosha
But then hogosha needs oorp buddies in KNF to approve giving 100 from hogosha to Gaians since FLG has no contact with hogosha and are neutral not allied.

Yes. TBH would probably be the more appropriate pick in this arrangement though, but in this particular situation, just one OF green to either side works.
It's something. How strict is this system? Is it along the lines of "hey give us this ship. Ok thanks." or is it along the lines of "here's 2 months of supply ship RP to get a ship" type of thing? I feel like it's a small and weird step in the right direction but would be much much better if it was all neutral ships from 10% to 75% instead of allies that have previously been at 90% to 75%

Hogosha are allied to Corsairs, who have an official faction. They should be fine.

Yes. TBH would probably be the more appropriate pick in this arrangement though, but in this particular situation, just one OF green to either side works.

But honestly - have you considered doing existing 90 to 100% instead? Why create all this busywork on a declining server? Especially non of NPC factions I can't even see bothering with this
What is the big worry here - the 90% I assume haven't been taken lightly, and if they don't make sense, remove them?

Far as the staff side of the requirement goes, its much more lax than standard SRPs. Long as acquisition of the tech is RPed out (this doesn't need to be a direct InRP agreement with the owning faction, can be anything ranging from receiving tech as payment for service all the way to stolen/salvaged tech, long as the receiving ID isn't 10% to it) and the official faction gives it the thumbsup (either inrp or oorp), it'd be a valid techexempt request. It'd be up to factions to handle their tech and decide how they'd want to hand it out to individuals and groups and what the requirements might be.

Yea that's certainly an option. The current implementation is just the baseline, and will be tweaked based on community and factions input. As mentioned in the first post, If a faction feels they're comfortable enough sharing a full 100% with another ID or if they feel any of the new 100%s dont quite fit their diplo, all they need to do is just drop a post here.
Ultimately, the goal is to set up the system in a way that lets factions own and govern their tech usage again, rather than it just being down to the powercore reduction coming from the plugin. It's quite a shift from how the tech system's been running for years now, so it'll naturally need more than one pass before its quite there.

Yea that's certainly an option. The current implementation is just the baseline, and will be tweaked based on community and factions input. As mentioned in the first post, If a faction feels they're comfortable enough sharing a full 100% with another ID or if they feel any of the new 100%s dont quite fit their diplo, all they need to do is just drop a post here.

Back in the older version of the system some of the factions had some creative restrictions in place that prevented Build-A-Bear'ing their tech onto other stuff, but that'd be up to factions to decide now. So at least in theory and far as the actual regulations of the system goes, yea, if you can find some way of justifying the loadout inRP and the involved official factions sign off on it, you can request (almost) any combination as a Freelancer.
