I just can't imagine all the work on my side characters I played for many months that got 90 to 75. I log them sporadically,on non-of or factions where OFs aren't active - this is very disheartening, and I am a person who doesn't mind forum RP.
Imo you should do all 90 to 100 and give factions the option to request move down to 75 initially - not the other way around. You are basically shafting indies on inactive factions, big time with this and will put people off from playing the game.

There were about ~320 cells upped from 90 to 100%, and ~170 cells went from 90 to 75. Even excluding the guns, just in the ship cells ~140 of the 90% cells were upped to 100% with this pass. So the current implementation is far from "all 90s are 75 now".
The main concern with just upping all 90s to 100 was the fact that a lot of the current 90s were only put in place in lieu of a proper permission system, 90% until now was mostly for factions that were on good enough terms to have some form of techshare, but not close enough allies to have an unrestricted 100%. Baseline for "good enough terms to have techshare" under the new system would be 75%, because anyone now has the ability to RP it out and up their core to 100%, whereas before, there'd be no way of getting that loadout to a 100% short of a full SRP and all the hassle that comes with it.
I'm sure there were some cells that got mixed up and ended up on the wrong end after the shuffle, and those can be easily adjusted until every faction's happy with their techcell arrangement, but at least most of the 90 to 75 shifts were on cells where it'd make sense for the owning faction to hand out some of their tech at 100 to pilots of that ID, but they likely wouldn't be comfortable letting any and every pilot of that ID just come grab all their tech at 100.
I realise that - but why affect existing ships on inactive factions?
If you move 90 to 100 but letting factions move back to 75 via request you achieve the same effect - faction control, without shafting existing indies of factions that are dead or semi dead and won't bother with requests?
If enough factions say they're fine with all their old 90s just getting upped to 100, then extending that to rest of the chart so the inactive ones dont miss out would of course be an option, so imo lets give it at least a couple of days for more feedback to come in (esp from factions) and see how it goes. The whole rework is basically "It's up to factions to decide who uses their tech at 100% now", so it can go whichever way depending on what the majority are more comfortable with.
Disclaimer: This is the initial trial run for a system we're hoping to develop further, so everything posted under the new system is still subject to change as we test things out. Also, there are currently a couple of technical limitations with the plugin that require some restrictions applied to the approved characters. Hopfully if the trial run is considered successful, we'll be looking into expanding the plugin to allow for a more streamlined and convenient techperm system in future.
Do read this first before overreacting. The system certainly needed a reform, as 90% is a silly number, it just seems there is uncertainty over what should go to 100% and what should not.
The proposal, which is sensible on paper, but is fairly blanket in its implementation, suggests that we go for an automatic opt-out and then a fast tracked opt-in for a tech compatibility reset, weeding out the tech cells that were not used or were not wanted.
There are a lot of inactive factions and factions without an OF here - just glance at tracker and players online - the automatic opt out would work if that wasn't the case, all factions had of and they were forum active.
The proposal does look good on paper,in practice you will make people log less now, it's almost infuriatingly tone deaf - 90 to 100 won't harm anyone and the actual remaining factions that care and are active can easily drop the ones that should be dropped down to 75
Take this as the 1iC rep of the only active maquis, molly factions, and all my little side factions on ID s with virtually inactive or no OF
Edit: to not just criticise, the 75% system is actually good and a welcome addition, just do an automatic opt in with opt out option for existing 90s and it will actually help the server - that is your main goal I assume, that people play the game.
After some talks with a few of the concerned players, the time window requirement is adjusted to better suit established pre-existing characters:

Simply put, if you own a character that has already roleplayed some form of techshare arrangement with a faction, you do not need to regain the "InRP permission" for the tech. If the roleplay has already been done, long as the official owning faction (or the closest match in case the faction no longer has an official) signs off on it and considers the agreement still valid, it can be submitted for a techexempt.
Also tweaked some of the cells based on the input so far, and also upped some of the previous 10% house civs - Any ID that already had techshare with any faction of the house, should now also have access to the civilian market of that house. Ships at 75, guns at 100 generally. Chart should be updated with the next daily restart.
Next pass will be for Monday's daily restart based on input.

tldr - In those cases just do the roleplay however way you see fit, submit it through the closest OF you can find to the owning faction, and it'll get reviewed on its own.
