Does that means that Junker's Congress will finally be able to fly the Akegata at 75% due to our tech share with GC, or does that only works with lawful factions?

A quick question to the team. A very long time ago, before techcompat and even tech charts, it was allowed for anyone to use any guns on any ships. While there were certain problematic moments, it was also something for people to impose in the form of RP consequences. That yes, an outcast could get the corsair pulse weapons (the best ones in the game at the time), but they'd be burned at the stake by other outcast players if they did.
It was a more natural, organic manner of doing so.
Given how much people love to play formlancer and write diplomatic messages about breech of contracts, etiquette and law - I thought it might be an interesting idea to see if it could be brought back. That yes, if some LNS suddenly started flying a KNF cruiser, he'd at least give something for the kusari specops ID to do as he gets assassinated every time he logs on.
I am rather unaware of the current in-game state of disco, but it might bring a bit of spice to it surely.

LNS flying Kusari not really,, but. for example, Outcast flying Corisair cruiser or vice versa, as a captured ship in battle, and things like that could spice things a bit

We do not manufacture them. Inlore we steal/capture akegata transports and patch them up at Kinkaku-ji station. We do not have the capacity to construct that transport.

Shouldn't BD and Order get 100% on each other's ships? Even the Order official faction lists BD as full green in their info page.

very few factions have active forumlancing admin active HC part that would fix these - @aerelm come on pal, let's stop living in the 250/250 tralala land and do 90 to 100 with opt out option already. The couple people that get to keep their existing ships usable won't wake you up at night

A range of different types of factions have already given their input on the new chart, and it's been tweaked based on their feedback, and at least among those so far, they didn't seem too keen on upping all of those cells to 100%, and preferred to save that for their closest ally and go with 75% for the rest. In the current chart, factions that haven't received any input yet are for the time being tuned around the same general middle-ground that other similar factions which have given input seemed to want their cells to be, but naturally, not all factions run on the exact same formula for their diplo, so as already mentioned in the original post, if a faction feels their cells are too restrictive or just dont fit the established canon, or if they feel they'd be comfortable making their tech more readily available to some other faction, all they need to do is drop a line here and it'll get tweaked so hopefully the final version of the chart ends up with a range of cells that everyone's more or less comfortable with, because ultimately, it's up to factions at this point and while some minor tuning might get applied on top for the sake of consistency or gameplay balance, the general direction is in their hands. At least from the input we've got so far though, factions don't seem to be in favor of that "all 100%" approach strongly enough to just make that the default (and it'd also open up some absolutely bonkers combos, which might not get cleaned out if the faction doesn't have any active rep, so there's that concern too).

The general format for setting up the initial baseline for the new cells was "If the factions are on a No Questions Asked basis of techshare, they get full 100%, but if the dockmaster would at least run a background check before letting the random fly off with one of their ships, then 75% on ships would probably be more sensible."
Considering not all BD are honorable warriors who put their lives on the line to keep the Nomads at bay, when a random BD drops by an Order outpost and asks for a ship, they might be a Nomad war veteran, or they might be some youngster who just wants a Bastet to crash the races in Tottori with... would Order be comfortable enough handing them a ship right away regardless? and would BD, by their established canon, be fine with and be able to spare the resources to hand a Katana as a souvenir to every single Order pilot that drops by? If yes, then sure, upping their cells to mutual 100% would certainly be an option, otherwise leaving it at 75% so someone who'd end up flying a 100% Dragon Kalash Nephy would have an interesting story behind it would probably be for the better.
As for Outcasts, might've been an oversight. Will have to dig up and doubecheck that request just to be safe, will update accordingly. Thanks for pointing it out.

Honestly, I doubt we'd go that far with it, but adding more 75%s (at least between neutrals that actually interact with eachother) is already on the list... Speaking of which,
