People can honestly RP whatever they want as long as it is within the scope of the rules.
I can RP owning Planet New Tokyo and there is nothing to actually stop me from doing so. People will call me a lolwut and its a pretty stupid things to do, but not against the rules.
Whether something is canon or not is something else entirely.
Just let people RP their engines. I will certainly keep doing so. I have a piracy line on my ID that lets me demand credits. There is no rule telling me in what situations to use that.

I mean if you have a pirate line you won't get sanctioned anyways if you are in Zoi
you can Pirate with whatever excuse you want as long as it's reasonable (and people have).

You can RP about the engines you mount all you like, but can't enforce RP consequences against anyone else because of theirs.

We always enforced engine use with piracy lines. When we found a ship with unregistered engines, we gave them a 'fine'. There is nothing sanctionable about that. I don't need any reason to take your credits.

With the recent changes to techcells the guns might as well be oorp cosmetics, too, because pretty much every alliance group has a shared tech cell now and has access to pretty much any set of guns that they like. If I'm flying a sair, I'm just gonna pick the Gaian guns over the Moonblasts because they look cooler, and now I have 100% on them.
There's nothing sanctionable about interrupting snubfights with solaris gatling cruisers, but there's a reason most people don't do it.
A pet peeve of mine about Discovery for quite a while is that we cannot agree on very basic things. There are certain things about the universe that impact people's RP efforts that should be established. You cannot work on a good, long-term RP project if there is no established convention, at least as long as it doesn't involve in-game assets.
And, yes, it is sanctionable. If the green text in the opening post says the engines do not exist in RP, then if you mention them in RP, that's metagaming.
Now, granted, this is a fairly talmudic interpretation but that's literally what the post says.
