We can argue about it the other way. I don't think people appreciate it when they log in to be hunted 24/7, especially in places that are inRP supposed to be secure.

As default, when you undock you are "PVP-enabled", if you're a bandit you are a viable target for lawful targets and vice versa. It's the core of the game. I feel totally unashamed to say I mostly log in to try and shoot at people, but ultimately other players decide because there are secure bases all over the map and they can just choose to go away if they don't want to pew. There's nothing I can do about it even if I wanted to. Lawful bases and POB's are so close together that it's easy to run to them even if you are caught on the trade lanes. People 100% choose if they want to fight or not.
See the npcs as part of the environnement. They are non playing characters with hope and dreams. unlike you, they dont have free will but have the right to carry and kick your butt if necessary. Simply deal with it. like PVP is RP, environnement IS RP.

It absolutely has several times - I've experienced it myself. Some individuals will desire to continue to be annoying to others in the future.
If your sole objective is to log in and disrupt others, then that is honestly your loss. And I think it's fine to have safe zones because it is kind of ridiculous to see Rogues camping Manhattan, or Navy camping Buffalo.
Population easily gets outnumbered due to limited playerbase too.
NPCs chasing you to infinity and beyond is obnoxious as hell, but I guess we can always try to figure out how to disable that.
God forbid we give people some space to actually RP on an RP server.

How do you define "disrupt"? And how it is a "loss"?
Is a player roleplaying a Navy pilot "disrupting" anything in-game in a negative way when he is trying to subdue a player roleplaying a pirate?

Because there would be more things to do if people didn't brainlessly /1 /2 everything off of the server. There are more activities than just logging on and immediately going to shoot. You are aware of this, right?
