I bid you a good evening. It is my hope that, despite a small setback in our relations due to the Kingdom's stance towards the Gallic Union, our nations can work together towards a prosperous future.
And on that exact subject I contact you once more. As discussed previously, the Kingdom of Bretonia has stated, and I must repeat, that the situation of the citizens evacuted from Planet Veracruz is of utmost importance to us. To that end, I wish to formally request, as the representative of Bretonia in these talks, that the evacuation efforts are restarted so that the citizens can safely return to our House.
The planned destination of said refugeees is Planet Carlisle, in the Newcastle system. We have already begun work to accomodate all of the people coming from Veracruz itself - They will be able to either relocate to another planet within Bretonia or to remain on Carlisle itself. Those that do will be granted a place to live in, with all necessary amenities and a potential workplace onto the developing planet.
Please let us know if the Crayter Republic is ready to begin the process of repatriation, thus allowing for both closer cooperation and to put an end to the humanitarian crisis resulted from the invasion of Vespucci by the Republic of Liberty.

I'm pleased to see Bretonia is still committed to this noble effort. You will be pleased to know, as far as transfer of refugees from Veracruz is concerned, that the relief effort never really stopped. Refugees have continued to be brought in whenever possible, and if our numbers are correct Yuma now hosts nearly all of them.
The Movers will be notified of the new centers on Carlisle, and will begin to mobilize by the end of the week. I will also inform the Military of the priority of escort for these ships, and ask that Bretonia dedicate what they can to ensure our people, and yours, make it without much trouble. I have no doubt that the Auxesians, let alone whoever in the Bretonian underworld or abroad, will have plans once these efforts are known.
I look forward to hearing of Bretonia's success with this repatriation effort, and Yuma will be ready for any refugees who wish to return.

We are extremely pleased to hear that the Crayter Republic is also ready to uphold its promise. The Kingdom of Bretonia has opened a channel, under the supervision of the Armed Forces, for the evacuation mission of Bretonian citizens from Planet Yuma. The Crayter Republic has been given access to the file to shorten the amount of required paperwork for this noble venture of our states. The file can be located here: OPERATION "PROVIDE COMFORT"
I am also pleased to say that the planet-side facilities are ready and awaiting the first passenger transports to arrive. An increased defence contingent on both troops and pilots are ready to defend the Planet from any possible raids by unwanted forces, and we have done significant progress towards relocating heavier assets within the system to provide a safe transit corridor for evacuation vessels coming from Manchester and Coronado.

I am sending you this transmission to inform of two important matters, the latter of which will require utmost secrecy due to its nature.
Firstly, I wish to congratulate the efforts of the Republic towards assisting the Crown by initiating the refugee convoys at the earliest possible time. Both I and the rest of the leading figures, as well as the lower ranked officers greatly sympathize with the Republic's desire to achieve true freedom and its struggle to defeat the Outcast menace plaguing the Taus. The cooperation between your state and Bretonia is at the most important point ever since the battles over New London -- and we must maintain it at such a level.
Thus, I reach my second point. Despite the Kingdom's... lack of opportunities to strike our enemies' in these times, we put great trust in our allies to assist with bringing peace to the region, and, at large, the entire Sector. With the Armed Forces undergoing a reform, our Navy finds itself in possession of a myriad of vessels that are now laying in almost combat-ready state, yet nonetheless out of active service as part of the reforms.
As I do not deem this communication channel secure enough, despite security precautions, it is in our mutual interest that the Republic you rightfully represent is briefed upon our plans. To achieve that goal, I ask that you present a date at which representatives from the Armed Forces and Crayter Republic Navy are able to meet to discuss our proposal, in a safe location.

It has not come as a surprise that Bretonia wishes to talk about the situation in the Taus. The Crayter Republic has wanted to do the same in time after the refugees crisis has settled. In recent time it is undeniable that the Taus have become more chaotic. Even to the point of out of control in many issues. Nomads have been sighted in Orkney and the discovery of a new Tau system. Outcasts have nearly complete dominance of the north Taus since we have lost Hades. We have many things to discuss on the topic of Gallia, especially now that the Jump Gates have been re-aligned to Tau-23. Within the next few days Miss Lily Ward, and Ryo Kase will arrive on planet Carlisle to discuss this matter with whoever you delegate this matter to. They will arrive on one of the refugees ships and the Republic would like to see the camps and how the refugees are being treated. I'm sure this won't be a problem with how serious the Crown has taken this matter.

Your request for a formal meeting is greatly respected and we agree a representative of the Armed Forces on behalf of the Kingdom of Bretonia to discuss the critical plans in the coming months, with emphasis put onto the Tau region and one particular system in the vicinity of your home. To that end, Captain Horatio will be the representative, and is currently en route to Planet Carlisle.
Unfortunately, due to unforseen security issues within the repatriation camps themselves, most notably a lack of discipline amongst the refugees, we must, regrettably, deny your request for an official visit to one such location. While we do understand the Republic's concerns about the state of the refugee camps, I wish to mention that the Kingdom respects the rights of the returning citizens and is offering them safe shelter and all required amenities to live a most-prosperous life on Planet Carlisle or onto any other Bretonian-controlled planet.

Minister,
I am pleased to announce that Sir Ambrister Jones, the Crown's Prime Minister, has approved and signed the agreement decided on Planet Carlisle with Crayter delegates. We are most interested in continuing onto this path of cooperation and hope that the Republic will also hold interest in collaboration with the Kingdom of Bretonia in both internal and external affairs in the coming years.
For ease of access, I am attaching the treaty, once more, below. I wish you a pleasant day.
The Bretonian Intelligence Service (further: BIS) will place a garrison of up to 2,000 persons in New Ares on the surface of Yuma for use as a surveillance, reconnaissance and military base.
The Crayterian Intelligence Service will place a garrison of up to 2,000 persons on the surface of Harris for use as a surveillance, reconnaissance and military base.
The BIS and Crayter Intelligence Service (further: CIS) will increase presence within Coronado, Inverness, respectively and hold joint monthly reconnaissance flights into Inverness for the purpose of gathering information.
The BIS and CIS agree to share all available information on the Technocracy of Auxo available until the date of this treaty. Further information must be shared on a joint channel of communications.
The Kingdom of Bretonia and Crayter Republic solemnly engage by the current treaty to perform an invasion of the Inverness system once the available information is deemed satisfactory to both parties. Representatives will meet every month to examine the situation and coordinate the available assets.
The Bretonian Armed Forces (further: BAF) and Crayter Military will hold annual military exercises in the Coronado system and agree to train pilots towards utilizing shared technology of both parties.
The BAF and Crayter Military (further: CRM) agree to send an expeditionary force to the Tau-44 system and act as part of the local Crayter Republic garrison. The Kingdom of Bretonia will provide a total of 2 (two) "Crecy"-class warships and their escorts; Crayter Republic will provide a total of 1 (one) "Argus"-class Battlecruiser and its escorts.
The new fleet will hereby be designated as "1st Combined Arms Flotilla" and remain under a joint BAF - CRM command.
The Crayter Republic agrees to open recruitment offices for the BAF on Yuma and Borneo respectively, as well as any future planets under their control. In return, the Kingdom of Bretonia agrees to open recruitment offices for the CRM on all Bretonian planets.
The Kingdom of Bretonia and Crayter Republic solemnly engage by the current treaty to form a defensive pact and defend each others' holdings. Representatives will meet every year to re-examine the defensive pact and amend its purpose should the need arise.
Economic Articles
The Crayter Republic will relax its tariffs towards Bretonian exports. In return, The Kingdom of Bretonia will relax its tariffs towards Crayter exports.
The Bretonia Mining and Manufacturing as well as Borderworld Exports agree to assist in the rebuilding efforts of the Crayter Republic in the Tau-44 system.
The Crayter Republic will provide a fifth of the revenue earned from taxation of trade lanes of Tau-31 to the Kingdom of Bretonia for the next 30 years.
The Crayter Republic will cease all trade with Gallia and uphold its blockade as per the Treaty of Harris when the invasion of the Inverness System is commenced by point 4 of Military Articles.
Bretonian and Crayter companies and corporations agree by the present treaty to allocate an increased number of vessels for use as trade ships between both parties' territory.
The Crayter Republic will provide Sabah Shipyard for use by the Kingdom of Bretonia for maintenance purposes of the military and civilian fleets. In return, the Kingdom of Bretonia will provide Scarborough Shipyard for use by the Crayter Republic as a base for repairs and maintenance of military and civillian vessels.
