Roussillon used to be the bastion of the Council, and the Council has established multiple settlements on Toulouse with the assistance of the Independent Miner's Guild. At it's peak the planet had a population of 220.000 divided over four settlements on a single continent, consisting mostly of Council refugees from Languedoc and a large amount of non-aligned Quillan refugees who did not want to stay under Gallic Crown rule. Efforts to clear the atmosphere from HCN and COCl2 have made significant progress, and in some parts of the planet humans were safe to stay outdoors without a mask for up to three hours.
Damage to the planet
When Roussillon was about to be breached the Council, committed to a policy of scorched earth, incapacitated the docking ring by demolition charges and obliterated all four settlements with nuclear weapons, wiping out an unknown number of their own people still on the surface in the process, setting back the terraforming efforts signifficantly.
The Enclave Era
Token and rudimentary efforts were underway by the Enclave to clean up both the fallout and some of the poisonous gases in the atmosphere, using ecological-repair information provided by EFL Oil & Machinery before the Crown’s fall. Still, nearly all of the settlers elected to move onto planet Gaia, god rest their souls, and viability of Toulouse as a colony planet was never realized.
Maquisards take control
With the help of the Gaians, the Maquis have obliterated an Enclave base and have driven the Gallic Royal Enclave away from the system, establishing dominance over it with the arrival of Battlegroup Pamiers, the durable symbol of the parts of the Council that refused to bow to the Gallic Union that is lead in part by the very same former Gallic Royal Enclave people that pushed Council to nuke Toulouse. The Maquis and remnants of the Council that now fly under their flag do not have the resources to return the planet anywhere near it's peak of colonisation. Our aims are modest - seek external workers that could clean up the atmosphere enough to at least restore the ability to move in the atmosphere with a breathing apparatus, establish a safe atmospheric entry vector and/or repair the mooring fixture, and create a system of concealed bases on the surface.

Yesterday, we had a molly visitor - he asked questions about the planet. It won't be easy à cause des Gaians when we want to get rid of the radioactive fallout enough to build up secret hideouts surface-wide. We might need to be careful while contacting some Sirians to clean up the nuclear waste.
Gaians are hardcore, they actually used les weaponised bacterium to wipe out all human life on Gaia, genocide like this - that's rough even for us. Them being nos long-term allies, helping us free Roussillon means they will need to be the first point of contact in any strategy.
