To whom it may concern,
My name is Emily Furukawa. I represent Ionic Incorporated, a recently-founded subsidiary of Kishiro Technologies.
The foundation grant of our investors seeks the establishment of a research institute focused on particle physics - an integrated educational and manufacturing facility.
We endeavor to train a new generation of students in advanced fields such as hyperspace study, with the opportunity for on-site employment in our production segments. Our plans also include the operation of a uranium enrichment plant for fuel sufficiency and a platinum smelter for our electronics production.
Due to the sensitive nature of our technological focus, we expect and are happy to abide by strict security and oversight regulations.

The Ministry also welcomes the sight of a new Kishiro Technologies subsidiary aimed at the extraction and processing of valuable Platinum. In regards to your Uranium processing facilities, the Ministry is convinced that Ionic Incorporated, as subsidiary to Kishiro Technologies, will easily fulfill the security standards. However, the Empire's authorities might still make an unannounced visit once the initial construction phase is completed.
As it was the case with the latest Samura Industries subsidiary aiming to make use of the newly discovered Platinum deposits, the registration fee will be drastically reduced to 300.000 credits for Ionic Incorporated too. The installation will be integrated into the directory upon confirmation of payment to the neural-net account: Anzen-1
We urge both sides to show restraint and limit disputes towards non-domestic third parties to the best of their capabilities.
Sincerely, Ministry of Economy & Industry,
License Directory Office

To the License Directory Office,
The quick processing of our form is greatly appreciated, as is the subsidy. The Empire's proactive support is key in ensuring that we stay at the technological forefront of the colonies.
It would be dishonest of us to claim no expectation of competition with Samura Industries in the sector, but we are willing to keep it as sporting as they are. A healthy rivalry fosters innovation, after all.
The licensing fee should have cleared transfer by the time of this message.

Welcome to the specialized Service Samura Heavy Industries.
Director Samura Heavy Industries and Commander of Transport,
It is a pleasure to have you come to us with this request. Since the permit requirements for operating these facilities are merely meant to regulate foreign groups installations, you do not require to do anything further. We have noted your desire to construct and operate the mentioned facilities and the Ministry hereby formally approves these facilities for the Xuanming Trade Centre.
Two side notes; The Refinery did not require a special request and any potential legal issues, such as copyright infringements, in regards to your Jump Drive factory line with Kishiro Technologies are entirely your matter and not that of the Ministry.
Sincerely, Ministry of Economy & Industry,

Subject: Special Permit for usage of cloaking device
Howdy there,
I do hope this here message finds you ladies and gentlemen well this fine morning. My name is Bessie Bishop, a humble member of the Bounty Hunters Guild. I am hoping to get in touch with some of you fine folks about the usage of a Bowex manufactured stealth device in pursuit of my guild contracts within Kusari space. I know this here thing is somewhat of what we'd call an extraordinary ask, but such a tool would give me a remarkable leg up on those crooks who hound your merchants and traders within Shikoku and the border systems. The guild, and myself, of course serve at your pleasure, and I am keenly aware of how Kusari proudly handles their own internal security and I would not want to intrude or overstep my bounds in any way. I have therefore made note of guild imposed restrictions on device usage outlined below in the Additional notes section of this message.
I of course stand ready to hand my ship and equipment over for inspection and pay any and all dues for such an extraordinary request.
The guild and myself as always stand ready to assist with any criminal problems you wish to bring to us.
Ship Identification: Bessie-"Bison"-Bishop, AP-18100 "Hammerhead" Bounty Hunter Very Heavy Fighter
Purpose: Assisting in the surveillance, interdiction, capture, and or destruction of criminals deemed dangerous by Kusari and Kusari corporations within Zone 3 (as defined by Kusari's Lawful Bounty Board section 1.1 and 1.2)
Additional notes:
- I got no criminal history in Kusari. Got some in Liberty. Spent 15 years in LPI Sugarland, was released early for good behavior. I can have the guild pull my records from the LPI if requested.
- This device will be limited to use within Kusari's Zone 3, and will not be used within Zones 1 or 2 under any circumstances. Desecration of device usage will be deferred to any present Kusari Naval Forces, Police forces, or government officials, who will have final say in device usage while on the scene. I agree to defer to their judgement for all bounty board work I conduct within Kusari's Zone 3 and agree that under no circumstances this device will be used to pursue non-Kusari government or corporate bounties within Kusari space.
- I agree not to pursue targets from Zone 3 into Zone 1 or 2 unless ordered to by a present Kusari government official.
- Any primary or secondary Kusari forces, (including Samura representatives and Hogosha members) may at any time request I disengage in combat against a bounty target while within Zones 1, 2, and 3 and I will do so if deemed safe.
- I agree to follow any legal orders from Kusari government officials and adhere to any and all laws and contract agreements between Kusari elements and the BHG.
- As per guild guidelines this device cannot be used to pursue contracts against, or conduct surveillance against foreign house forces and foreign corporations.
- The weapon systems on my AP-18100 will remain offline while in Zones 1 and 2 of Kusari and only be powered on in self-defense when leaving the scene of an incident is deemed unsafe or impossible. An exception to this will be when performing escort contracts through Kusari space, weapons will be powered up if a danger to my client and their assets is made clear and use of force is deemed necessary.
- I agree to submit my AP-18100 and all of my personal hunting equipment to Kusari authorities for a full inspection and evaluation to ensure all legal requirements are met for their use and possession.
It is a pleasure to make your acquaintance. You honor yourself by inquiring about this possibility with us, unlike most mercenaries and paid thugs of questionable origin.
However, we do not bear the anticipated news today as a brief background check renders you simply untrustworthy. Should you pursue to convince the State Police and Naval Forces - both having intervened here - of your rightful intentions, we urge you to pursue contracts and claims within the Tau and Sigma Sectors in the name of the Empire first to prove your dedication and loyalty. Ex-Sugarland convicts have proven to be efficient for certain tasks but are generally too unreliable to be granted such a far reaching exemption, I am sure you understand.
Sincerely, Ministry of Economy & Industry,

SENDER:Adam Linhardt, Vorsitzender, SEO RECIPIENT:Ministry of Economy & Industry, Kusari Empire LOCATION:Eupen Handelsplatz, New Berlin SUBJECT:Modular base and restricted vessel licensing ENCRYPTION:High
Guten Tag to the Ministry of Economy & Industry.
I am Vorzitsender Adam Linhardt, representing Sirius Entsorgung. You may recall our join operation with Samura Inudstries during the Osaka clean-up, and our previous request via AWES regarding Roppongi. The latter is what I would like to focus on. As I understand, the project has been approved by AWES at the highest level, but negotiations with your representatives have not had the same level of success. I would like to offer SEO's services in this operation, so that you may re-open the discussion.
As part of this offer, SEO would require two separate licenses to be granted for smooth operations in Kusari Space.
First, I would like to move our headquarters (Eupen Handelsplatz) in the vicinity of the operation, but not so close as to alarm tourists or civilians and require additional safety measures.
Therefore, instead of New Tokyo orbit, I propose to place the installation in Junyo orbit. The details of the location are outlined below:
Applicant Identification: Sirius Entsorgung
Applicant Affiliation: Freelancer, formerly ALG
Base Identification: Eupen Handelsplatz
Base Affiliation: Freelancer
Base Location: Shikoku, E4, ~8K from Junyo and equidistant between the trade lanes
Second, due to the lessened reliance on our ALG colleagues, SEO plans to operate a waste disposal vessel sourced from all over Sirius - the "Pitbull" Train. This vessel, as you are no doubt aware, is also manufactured and used by less than savoury groups who prefer to engage in smuggling, piracy, and other lawbreaking activities. I assure you that SEO has no plans regarding the vessel's operation. Our reasoning for using this vessel is simple: its rough but efficient design, heavier armor, and simpler maintenance schedule than the Golem. As we are fully aware of waste and radioactive safety, our engineers will make the necessary changes to avoid spillage and other "accidents".
The details of the above request are outlined below, using the most similar form from your databse:
Applicant Identification: Sirius Entsorgung
Applicant Affiliation: Freelancer
Ship Identification: SEO|T- tagged vessels.
Ship Class code: Z-8550 "Pitbull" Pirate Train
Reason for requiring vessels of unlawful origin: replacement for the HWDU-430 "Golem" ALG Heavy Mover in support of waste disposal operations in Kusari Space.
Any remuneration required as part of the above license applications will be paid in full by myself upon agreement. Additionally, I would have you consider the benefits of waiving part or all of the application costs in lieu of a standard waste disposal contract for Roppongi. However, in this regard, I (and SEO) will bow to your honorable wishes.

To whom it may concern,
Emily Furukawa, writing again on behalf of Ionic Incorporated.
Coming up now on the first quarter of operation of our laboratories, we're very happy with the progress we've made. The first class of students has settled in well, and we expect the first publications on our research to be released within the year. Manufacturing output has recuperated most of the investment already, but is also posing a problem we can't realistically solve without expanding the scope of our operations: Space.
There simply isn't the room at the Laboratories to house a full campus, and operate the smelters and refineries that form the other half of the operation. Needless to say, it's logistically difficult to integrate inviting promenades and gardens that make for a productive learning environment with heavy industry.
So we are looking to construct an annex to the facilities in which we can focus on heavy industry without interrupting our academic work. Preliminary funding should be secured by Kishiro, although we will be looking into possible additional grants from outside. The annex would be connected via shuttle service to the main installation, but receive shipping separately, and its operation would be managed via a branch subsidiary.

According to the Vice-Minister, no direct negotiations were held between our Ministry and your representatives or AWES whatsoever. It appears our esteemed Minister of Internal Affairs handled a brief proposal issued by AWES representatives about half a year ago. While we are glad to see potential progress on the Roppongi issue, the Ministry must stress that you are acting hastily and by no means in adequate business fashion. We truly appreciate your readiness to relocate your headquarters and commence clean up operations right away, though the Minister and Vice-Minister voiced concerns that no details have been ironed out at all. Further, they consider it a substantial risk to your company to proceed with relocation operations prior to any official agreements.
Hence the Imperial License Directory Office must decline both your requests until we are made aware of a standing contract between your company and the Empire. Please get into contact with our Ministry's esteemed Minister Majima and Vice-Minister Yamakazi immediately.
Sincerely, Ministry of Economy & Industry,
License Directory Office
Furukawa-san of Ionic Incorporated.
The Ministry wants to congratulate you on the prosperity of your operations so far. We fully understand your concerns, especially the potential financial investments required. The Ministry sees no need to hinder academic progress through additional costs, so no permit fees for the annex facility will be issued. Should Ionic Incorporated require a financial stimuli, both our Ministry and the renowned Shimamori Clan of Honshu offer science subsidy programs with close to no conditions attached.
Sincerely, Ministry of Economy & Industry,
