This still happens if the freelancer shoots you outside of house space and you meet him again in the house.
As far as I know the border rp rules haven't been changed?
They were in rules and were removed - you are just limited by ID now, but someone waging a war on you is no longer immune just because you are in a border world
It was leading to bizarre situations like entire fleets waging war on you in a system that borders your house, yet you had to let them fly in freely like they are your best buddies in your house, good riddance!
This goes to e.g. gmg shooting RM in sigmas, having them and kruger outlawed while being openly allowed in rh laws. It made no sense and I'm glad it's gone

I suppose we'd hoped that Enforce Laws being limited to House Space (with a couple exceptions) made it clear enough that you weren't allowed to enforce them outside of house space, but just in case:
