According to Frau Schulze of the Ministry of Economic Development, you fail to provide sufficient evidence in your application for how this agreement is beneficial to Rheinland. After further review, your request to transport the following products in Rheinland is:
my name is Renate Bommel and I'm part of ze Oberrat of ze Kaiserreichspolizei in Rheinland.
I hereby request ze permission for all representatives of law-enforcement authorities to trade military salvage wizin Rheinland space.
Justification:
Military salvage is considered as restricted cargo type by paragraph §3.1.1..
Ze Rheinland law-enforcement is already allowed to transport military salvage by ze same paragraph.
Paragraph §7.7. expects an approval by ze Rheinland Ministry of Economic Development for trade agreements wiz restricted goods.
I hereby indirectly request such an approval for all existing and future installations of ze Rheinland Polizei, Rheinwehr and Marinenachrichtendienst.
Impact on rejection:
If you reject zis request, ze trading of military salvage to ze Rheinwehr installation Handelsdepot in ze New-Berlin system could not be done lawfully (as result of paragraph §7.7.) and Rheinland Polizei ships would have to be deployed to stop salvage unloadings of ze Rheinwehr battle groups comming from ze Dresden system. Zis is, in my opinion, not intended, because ze modular bases registry already approved damaged vessel salvage as purpose of zis station.
Ze ozer notable inspection happens to ze Handelsdepot. Zis station got taken over by ze Rheinwehr from a junker named 'Festus McBoyle'.
I'm almost sure ze Rheinwehr started ze bureaucracy paper war already.
It is however notable, zat ze entry official government database still shows ze aforementioned junker as ze base owner; still is ze Handelsdepot now found at a new location. As §7.1. stated permission is needed before ze construction of a base - does ze same apply to station dislocation? If so §7.1.1.6. would be broken.
During inspection of ze new position I measured ze area around ze station and it seems it clearly violates §7.2..
I also like to add, zat ze Rheinwehr is buying military salvage on ze Handelsdepot.
Military salvage is considered as restricted good according to §3.1.1. and so ze base would need a governmental permission by §7.7..
My governmental contact also told me, zat ze modular base quarterly fee to maintain its license expired by ze start of zis month.
My governmental contact showed me ze proof, zat ze Handelsdepot administration finally paid ze quaterly fee. Unfortunately, ze ozer violations are still valid. As result of ze not available trade permission from ze Rheinland Ministry of Economic Development for military salvage, ze Versorgungsschiff Wetting, which was going to unload loot collected wizin ze New-Berlin system, had to be redirected to ze Arnsberg Research Facility.

The continued maintenance of Eupen Handelsplatz, which currently provides discounted MOX and toxic waste disposal services to Rheinland corporations, and it located in Rheinland space.
