I'm going to say the obvious ones here, but all of the various militaries and intels should at least have all of their snub lines on the bases their restart is at. CR having to fly from Coronado to Tau-44 to buy a LF is a particularly egregious example. There's a similar issue for any GN trying to buy a HF, or a GNI trying to buy a bomber.

I think the intel factions could need a sellpoint for borderworlds and edgeworlds ships like the MND already has in Thuringia. Alternatively, a neutral base close to their restart point would be nice.
Wild bases also need to be looked at since the Rheinland, Kusari and Gallia Wild have 100% on a lot of their regional tech, but I don't know how far you're willing to go with these factions.
With the Crayter Republic it's shipline has become rather scattered with the abandonment of New Hope on Pecos. The snub line needs a new home in Coronado, they seem to have not liked living in an icy hellhole.
In tau-44 we could have
Planet Borneo: Nyx, Pytho, Eros
Minato Harbor: Hydra, Atlas, Celestra
Sulawezi Citadel: Thanatos, Argus (Though inRP I guess it'd only be able to service an argus, and not build them.)
While in Coronado
Planet Yuma: Nyx, Pytho, Eros, Hydra, Atlas, Celestra
Sabah Shipyard: Thanatos, Argus, Zephyr, Deimos
Something that may be missed but could be very beneficial is some of the Frigates being accessible to pirate bases. The Scarab, for example has tech compat with Lane Hacker ID, but there's no way to grab one without either flying to Omega 41, way out of ZoI, or by replacing the civilian restart with a Lane Hacker ID once you've bought the ship. Other pirate factions may also struggle with this.
Also, please turn Kaarst Drydock into the "Sell every Ship Indie Wild can fly", or at the very least every GB/Frigate and have the Trier and Fenrir having snub selections (:
