Because they keep attacking liberty lawfuls. As the LPI, I don't pay much mind to it unless the merc in question is making a nuisance of himself. It's kinda stupid, as if a merc is gonna attack us, they're not gonna care if we say they're allowed in or not...

Those that adhere to the regulation don't configure a problem. Those that don't are dealt with as hostiles by default. It's a "force the issue" kind of regulation. It appears useless to the people not concerned with law enforcement. Mercenaries that understand the idiosyncrasies of the job don't have to think too hard to work with the regulation.

You are right and there is no reason for mercs not to be able to offer their services as long as they are not causing trouble. However, there are many in the LPI who are bored and are abusing this power and driving mercs out just because they can't find any pirates to chase.
