I'v been chased by people forming up on NPC's to catch up on me, and then fire a CD from ekill.
It's not an exploit, simply because it is teamwork.
Maybe the bomber didn't have CD's, so there was no point for him to drop from cruise?
Anyway, I see it as totally legitimate.

Woah, there's a bunch of things that you can accomplish with teamwork that not only are bad, but also infringe on written rules. How about two ships engaging a capital, one fires, the other keeps ramming the capital? That's teamwork and not only is an exploit, but also against the rules. Teamwork doesn't make a tactic less bad.
True, but forming up is the part of freelancer.
And as you may have noticed, Freelancer isn't awfully realistic.
But as in every other situation, you had a solution in this one as well.
Thrust off with bomber on your tail. BC must not cruise to catch up.
Thrust off to some 8-9k away from BC and then start your cruise engines.
BC will not be able to form up on a bomber, simple as that.
I mean, yeah, we can make more rules, but why?

You may find some colorful explanations to your question (not the original one, this last one) in this thread. You may be disappointed with the theories, though.
For more misinformation on a totally unrelated subject, refer to this other one. Well actually that one is related to this as it deals with "unwritten rules".
Either way, it looks like all the ruckus have grabbed the admins' attention to certain shady areas in the rules and of the gameplay. It seems your question falls into something of a different category, though: How to deal with the exploits (ab)used by the vast majority of the server?
Instead of talking over and over about how we should turn off catching up I'll try and check if it can be disabled. That would avoid A LOT of abuse (?), grievances, and threads.
