I do know this, being a police person myself, and I know you don't have the awesome deterrent of Canterbury and Kensington (those two stations destroy smugglers like it's out of style), however, if you can detain them long enough, you can do as the BPA does and simply let the stations destroy smugglers after the NPCs scan them.
Although, I do understand your reservation of the right to use Eagles and other civilian ships, as well as the Havok, however, I do think that as a police force, your presence should be mostly because of your authority, and not by force. Though I know that Liberty has the most right to have a militant police force, the use of bombers really shouldn't be standard patrol vehicles. I mean, an Eagle can destroy a transport, almost no problem if it's a Border Worlds Transport or below (or maybe I'm just a good pirate), and a Liberator is a match for a small transport, no doubt. Bombers are certainly overkill as a normal patrol vehicle. I can understand having them for emergencies, but, taking them out simply to destroy transports seems like compromising your RP simply because others refuse to RP...

The rule in the LPI is: Liberators are your standard patrol vehicle. The SWAT ships get pulled out when you know trouble is coming. Lets face it, every PVP junkie comes to Liberty for their fix. When you get Gunboat after gunboat after gunboat, sometimes we are out on our SWAT ships alot.
Now the only exception to this rule is Embargo duty. Not a fun assignment by any stretch of the imagination. We authorized our people to use them for this duty because the Libby DOES NOT have the power required to stop a trader. I cant count on my fingers the number of times a trader group has opened fired on the LPI because they think they can get away with it and not get on a KOS list. Our players are not here for someone else's target practice. People pull stuff in Liberty that they wouldn't do anywhere else, or would cry a fit cause someone did it in their home space.
EDIT: ok for example, Group a comes into NY, a gunboat /bomber combo. Once they are dealt with, group B aliens roll in from the omnis. After we get thru with that, Indies show up to wtfpwn some lawdogs. Now add to that the unlawfuls who do call NY home. Oh, and toss in a pinch of indie Corsairs cause they think they are getting left out of the PVP fun. Oh, And god help ya if you run someone off from pirating someone. It's their GOD GIVEN right to pirate in New York, and we are OORP for chasing them out.

The LPI wiki is coming along very nicely thanks to the efforts of Hack and several other members of the LPI! It actually looks nice enough to replace our faction status, as it has all the pertinent information. The fear of some hooligan editing it with wrong information dissuades me from this, however.
But if you'd like to look at it, it has everything in our faction status and a lot more, including history, rumors, notable officers, etc.
Gentleman, as a part of a feedback for your faction I must add my two words. It's my favourite faction actually so I would like to do something to improve it at least a bit.
I've been hanging around Liberty lately, commonly making some trading. Before I syy anything I must point - I wasn't sitting in NY whole the time, I was just passing by.
I've been pirated several times by some unlawful groups but to hell - that's a standard thing to be expected while RPing a trader. But what starts to worrying me is the LPI duty.
Like a month ago you could meet at least one or two police officers around. Well, maybe not in the morning but considering amount of players that was normal. Lately, however, I barely managed to see any LPI officer around.
What I'm saying is not that you're doing nothing - I'm far from that. I especially appreciate those who are online. However, my feeling is that especially within last two weeks LPI presence in NY vastly decreased. I can meet Xenos or a Rogues for sure, but LPI officers - rarely.
Although I don't camp in NY, I often check the players list and current situation starts to worry me.
I may suggest one thing - during a recruitment you may ask players what time they can be online. Server time, that is. Maybe that will help with making sure that there is an LPI officer around?
Maybe I'm just too serious about the LPI duty but that is the way I take some responsibilities:)

I haven't seen many LPI on either. It may just be the fact that we're all doing something else, different timezones or that we're all tired with the swarms in NY.
But yeah I think we should be on more often.
