Quite true ... the rule does not say that indies cannot help ... BUT BUT BUT ... if you read the rule I quoted above ... it is the faction leader's responsibility (in this case Bs|) to ensure they act appropriately. And if the faction leader permits someone (an indie or merc) act outside the bounds of faction created laws ... then the entire faction can be sanctioned.
Remember what happened a while back when Liberty indies were doing their own thing. SA/LSF got a big slap on the wrist by admins for allowing the indies to do their job for them. As a result, Liberty faction leadership have taken steps to reduce the indie population so as to control the out-of-control situation the indies created.
Being an indie does not equate to you having the full power of the faction that owns the system. There's a reason for factions and system ownership. Indies are outsiders that are given the privilege to "help out" only at the authority of faction leader. For a faction to permit dozens of indies to do their job is a bit of an abuse. Factions have capship limits and indies violate that limitation because they claim independent status.
If indies are going to be working for the faction ... they must be restricted on ships and rank just as the faction itself is ... otherwise we end up with more problems.

I wasn't speaking specifically of Alaska. I'm talking about outside Virginia as a whole. Virginia is the guard system ... not Alaska.
Very similar to a situation I had yesterday. Some "press" ships were buzzing around z21 in camera ships. But were using Civy IDs and were under level... now they were trying to RP as reporters.. but were using the under level thing to be immune from being shot on sight..
I asked an Admin about it and he wasn't sure about it, so we just stuck with verbally threatening them for the time being.

Guys, unless he has a different ID than the Civvie ID mounted, any person under level 40 is invisible to the RPing community. You ignore them, more or less, unless they are RPing and genuinely trying to do something interesting on the server.
In this case, they were simply trying to make their way through the system...ignore them.

Big difference. If he was above 40 it would be fair game.
A cd would normally kill a l26 in a gaurd system as they would drop out of cruise and be fired upon by the gaurds. This is an attemt to circumvent the rules by causing a death inadvertantly, however it has been ruled that firing a cd is considered engaging. Therefore you awere wrong.
Now, not to be one sided was he (she?) wrong? Yes. But the consequences are much different when you are under l40. The consequences of entering a gaurd system are twofold:
1. you must face the NPC's
2. you must answer to any players there.
They faced the music with the NPC's. There is no repercussions from players when you are low level. Was this also an attempt to circumvent the 'rules'? Yes, in all likelyhood it was. It was aimed at circumventing the RP consequences of entering the system. But when you look at it as a whole we have:
1. An experienced player who tried to circumvent a server rule and did violate a server rule.
2. A player who may or may not be experienced that circumveted an RP consequence.
You totally should have just 'hounded him' and told him if he didnt comply he would be KOS'd.
