So, then, the best possible answer, for furthering RP, isn't a way to prevent name changes, but somewhere, a list of recent name changes, hopefully an easy to search one. With such a document, and it would be great if it said where the namechange took place, too, if only for RP support: "I traced his new identity from the Curacao licensing department."
Something much like the players online list.
Though, this may constitute something of a loss of privacy.
It can be frustrating I have alist of bountied pinned up on the wall behind my monitor.
I am sure at least half of them changed their names and are no longer a specific bounty but will still probably fall under one of the houses general bounties.
It is a small gratification but I know it cost them several mil to change their name.
If the player wants to keep spending millions to change his name cuz he fears the Hunter than I have enough sense of humour to giggle at that. Whoever it is earned the bounty and will be inclined to earn another one.
Besides there's still enough players out there who want their "established" names to live on because of the stories they invested into them.
Ironic, but many Synth Foods bounties do not exist because the targets are inactive or changed their names (not to avoid bounty). Will have to clean it up a bit.
Changing the character name is a cheap way to get out of it, hopefully when the bounty script is activated in game it will track name changes but also have the bounty expire after a week or so to make things fair for both sides.

On my drive home, I realized, that a character namechange generally means a new character, or at least that the ship is a new character...so there is risk of people taking bounties on characters who have nothing to do with the bountied char...
More player/character separation morass, again.
It would involve talking to the player's who had changed their name, getting the story, figuring out what to do about it.
Raising the namechange is, in my opinion, a mistake. I'm actually of the opinion that the price is too high, right now. It was high because it took admin attention, but now, well, I think it should reflect the price of registering an old vessel under a new name, or registering a new name. A few hundred thousand, at most. Moreover, I don't think a comparison of Bounty price to namechange price is valid, because, simply, the bountied player never, ever has to pay the bounty price, they get attacked...and the value of those attacks are well, rather nebulous.
Changing names does make sense from those being targetted's perspective. But with that in mind, if someone's going to the engineers/criminals/nameguys (who actually does this?) all the time, wouldn't they start upping the price?
Would it be possible to have the cost change? Maybe double for each subsequent namechange? Or just increase by a few million?

That's a good idea. An exponentially increasing cost per char. Or you can just bribe us Junkers and we'll turn our heads and pretend your name is changed. Hahaha.
