i want to start in the next time to play Freelancer again.Now i have some questions.
1. Are on the server some german player, so the best or as possible way is Rheinland or ?
2. Is it a duty to choose a faction ? I was a little bit confused at the beginning, because if i want to join a faction i must write an aplication, or is it wrong ?
Please answer. The first question is the most important question of these two:)
Rheinland is the resident German-based faction in RP. Liberty is based on America, Bretonia is England, Kusari is Japan, and Hispania is... well... Hispanic.
This doesn't mean you have to be from any of those regions to play characters from said regions.
And you can be independent, the factions you see are the 'official' factions that represent their corresponding NPC faction. (IE: The [LN] is the Liberty Navy 'official' faction, but you can make indie LN ships by simply getting the right rep and ID for it)
There's probably a few german folk, not sure where. It is a server rule to communicate in english in public channels however.
You may choose a faction if you feel like it (either by taking the faction's ID as an independent player of that faction, or by joining a player group for that faction) but it is not a requirement. Be aware that certain ships can't be used by the freelancer IDs and similar independent IDs.
I suggest you familiarise yourself with the server rules - a lot of your questions can be answered by those.

1 Jain. You could start everywhere if you want to RP as part of the German something Rheinland is the place.
2 No. You could just play independent with the same ships IDs/IFFs if you want to join any faction then you must submit application. My advice is to do so because in faction you would get the roots of the game really fast. Mind that discovery community is new-player friendly as community but the game is extreme hard for new players at the same time. Rules are vital if you does not want admins to punish you for breaking them.
Tutorials would help you to answer your zillion questions that would appear sooner or later.
