Shouldn't the 'no private police forces' include vigilantes with military ID (and vigilante ID on 4.85)? I come up to Kusari in my Vigilante fully expecting to be questioned by the [KNF], if not shot on sight. Instead the [KNF] are confused on why I am running away from them, and not doing anything about the presence of what is effectively a one-ship private police force.
I may be misinterpreting the Kusari legal codex, but I do believe military ID's are to be questioned, at the very least. I would like to see you guys enforcing that tidbit in your legal codex. EDIT: It would also be nice to know what punishment to give out for violation of that law, so I know what is in store for me.

It is likely you have met some new recruits, the KNF had a considerable amount of new applications recently and some "ronins" too, it appear.
Vigilante ID (new) and Military ID (old) are indeed to be questioned in Kusari (unless there is some valid roleplay behind), and should be escorted to the nearest exit if the circumstances allow that.
On eventual refuse they should be considered hostile targets, but should be given one last chance to leave peacefully (surrender) after some hull damage, if they have not killed any friendly/allied pilot.
I also hope to have answered your other private questions, let me know if not.
Lo
I noticed quite a lot of your new recruits are underequiped, and seem not to be trained at all, would recommed a skilled member trains your recruits and makes sure they're equiped suitably (*looks at mjolnir*).
I've had good experiences working both with and fleeing from you.
You might not have huge numbers on your side, but you do a great job with what you have.
All of the KNF we have recently encountered have been very gracious, in both victory and defeat. Very well-mannered in private, and very friendly. I believe some may be new, and others older players, but seriously well done all round. I'm not the only one that's noticed this, so I'm speaking for QCP as a whole.
Fun note: If these KNF were sportsmen, they'd be Roger Federer, who is always really nice for some reason.
