It would be kinda cool if most of the outter systems were just left with no human structures. Call them un-eploared region or something and have lagre expansese of nothingness and if players spend enough time searching these dead zones they can find rare stuff or something like that.

You could spend 2 minutes and read in the readme that they are empty.
Now, when they won't be empty, you'll have to do the search once again.
Actually, my plans about them for next version are not very ambitious. First, mostly House systems will be filled with objects. And not many objects. No trade lanes, jump gates; very few occasional bases. There will be wrecks, nebulas, planets... things like that. But don't expect systems to become populated like New York or even Omicron Delta, they were not intended for that.
If there will be systems that players will find convenient to go to and from, I'll work on them a bit further.

I plan to make Omicron-209 (or whatever name if Igiss allows me to change it to the traditional Omicron names) and a RH system populated (RH system won't have much civilian traffic however, and will have alot of pirates). Omicron-209 will be a primarily Zoner system, with the normal Bounty Hunters in it.
If I have time after those two, I will make another, not sure what yet.
Then of course, Vespucci for HF and Omicron-54 for AW (no charge :P).
