The Gallic gunboat and cruiser won't be fighting KNF destroyers nor liberty assault battlecruisers, so why is it relevant? They're fighting Council / Maquis / Brigands etc, not the House forces (right now at least).

Additionally Gallia has developed it's technology down a path that is more unique than any other house in Sirius. Maybe it is bulkier, maybe it takes more people to maintain, there are a million in RP expklanations for this. Additionally, I happen to like a little variety, even in the size of ships.

Lastly, the kusari are just naturally small;)
