Well, that could be good or bad. I've got a Dunkirk that almost never sees the light of day because we don't face very many situations where it's appropriate.

In RP, Bowex and BMM are already government run. Gateway, though, is privately owned.

GBs should be used more, anyways...they're the best form of mass deployment in RP...

All the ships are really the property of Her Majesty's Armed Forces, so it's not socialism at all, just military.

It is a good idea.

However, we will need more than one shared account for these ships if we want to deploy more than one at once, since otherwise we'll just get the "This account is already in use on the server" message. Apart from that though, I'm all for it, despite not being a high enough rank to be able to use any of the capital ships.
