Meh... if you start to judge by this who is enemy and who is not... that is not very wise imo. So maybe you will count the 'Sairs also enemies of Liberty, although their ZoI is far away. Or maybe you will count the Mollies or the Bundschuh enemies of Liberty.
That is a wrong approach in my opinion. Lane Hackers? Yes! Liberty Rogues? Absolutely! But Outcasts... well, I would say no. Just because they are hostile to nearly every house you cannot make them enemies of especially Liberty. They need some special treatment, due to their little Cardamine problem, but when looking at the facts, they are just some ordinary drug smugglers within Liberty, not the dangerous enemy they use to be out in the Omicrons.

Well, no. Just because of some stupid ooRP pirates, who operate a little bit outside their ZoI, you cannot project that image to an entire faction. And the Cardamine... hmm, smugglers. Nothing more. Cryer is working on a solution. Ask Ben.
Cardiimine addiction is a serious issue Liberty. Both the Hackers and the Rogues are parties involved in it, as well as willing Junkers. Cryer can produce a cure all they want, but until that point the Outcasts have a serious interest in the Libertonian economic system.
They aren't all OORP either, some of the Gunships in Liberty actually conduct themselves quite well, the sad part is that they are few and far between.
But they fail at it, this could energized and give that extra boost of confidence to show that special someone that you're as young as you were years ago!!!

Basically if this combined in RP somehow the different unlawful factions then i will support it, though I understand the individual factions would have a hard time losing their identity over a cause that's pointless >.> RM will not win the war...*cough random comment*

Let me address a few points you guys have brought up.
Yes, there are many Liberty factions, I realize this. But it is also the most populated house by far. While this is an unlawful group, this is not pirates like Rogues and Lane Hackers. They are basically revolutionaries that have taken an extreme approach. A lot like the Xenos, but committed to socialist philosophy.
Also, this isn't meant to be a very public thing. Think RAF and IRA, they kept a low profile. The goal isn't to take over Liberty militarily, the goal is to disrupt through the outlined methods the business of the Liberty corporations so their meddling in the Liberty government ceases. So, hit and run tactics, targetted assassinations and the like.
