Just like to point a quick thing here.
The problem with Liberty is not that the factions existing there are just "cops and robbers" its sadly the players who have turned it into so.
Liberty Rogues and Outcasts are very different in Role-Play as "unlawfuls". So are the Lane Hackers.
Not to mention the different specific duties the LPI, LN and the LSF have. However, it has just turned into this: "All lawful fights unlawfuls" 24/7, what we call "cops and robbers" game.
I agree however, your idea would be somewhat refreshing to Liberty, however I don't think what you are after will grow good there. I suggest another house but that is just me, your choice.

Anyway, your theory falls short. There were no matriarchs in Imperial Japan, the British have been losing territories since long before the 1930s, Nazi Germany utterly destroyed every left wing movement against it (as opposed to the healthy number in Rheinland), and there were small left wing movements during the depression era US, not to mention many people actually went to the Soviet Union looking for work.

Of course Outcasts vs Corsairs is nothing like the actual Spanish Civil War. The same can be said about Dublin and the Mollys being different from the IRA in Ireland, but the feel is the same.
Nazi Germany destroyed said movements, yes, but they were there. The small left wing movements in the US would not require a faction. It would be like having a Democrat or Republican faction.

This question, is what I was thinking off. You will encounter so many barriers that you will eventually become frustrated and give up. Liberty-players please don't flame me but its the harsh truth, these grand ideas like you have, just don't work there, the players and the environment in Liberty won't allow you to grow to your full potential.
To further clarify my previous post- while this would certainly add a new twist to Libertonian RP, it could also work in Kusari, which could definitely use more blood.
The only problem is that you'll have trouble finding people to interact with.
But still, don't be discouraged from doing with it what you may.
Remember, you only need approval to start an official faction. If you want to start up as an unofficial faction, simply be clever with your ID and tech choices and forge ahead!
And how would the LRF see vigilantes, those that don't follow the bland ID variation? They are citizens, after all.
And agreed with what the above said. Way too many people in Liberty. The constant crap that goes through there makes it very difficult to establish a stable faction with any purpose of surviving for a decent period of time, these days.
Quorg, don't try to tell me what to bloody think, I have a forum account, and I'm quite literate.
I, personally, like this idea, but I can also see the viewpoint of the people who'd say that liberty has too much action already. The SCRA doesn't do much in liberty or kusari anymore, we're more focused on Rheinland, the Omegas, and the ever present nomad threat at the moment. However, I'm not sure of the historical basis for this movement. I'll mull on it some more.
