The Falcata is made by the Outcasts (as is the rest of the BW line for that matter, with some Zoner input I believe) however the Falcata was made exclusively for the Outcast and their allies. So, you will see Hessians flying them.
I'm pretty sure the Sabre - for example - is a civilian border worlds ship. It just so happens that it's only available on unlawful bases. If you want it, get it and say in RP that it was bought off a lawful base. So I'd not be quite so hasty as that to say the Falcata is Outcast-only.

It does not state anything either way. Or rather it states both ways.
So... Admin intervention would not help. This is developer issue.
Sabre has always been border worlds available to the general public. The Falcata is based on that line I believe.

Weren't those some "Outcast enemies" rather than "non-Outcast"? That's a difference.
Anyway, the development intention was to make the Falcata a BW bomber. It was put on the Bundschuh base to reflect its BW status and to make it available to non-Outcasts. Xoria participated on that decision when it was made (which isn't available to the public, though).
