Empire name... Possible. Not much to replace it with, and "The Phantoms" as a full name seems.. Weak. the "C'Tan" will likely remain an "Empire" and probably control a planet or solar system a Galaxy over or so. Phantoms... Hm. Good point. Any suggestions? Name just sort has a nice ring to it as is. If you have anything better, I'd be glad to hear it.

Hm... I always considered the C'tan empire to be beyond the strength of even the Daam K'vosh, and that they were continuing to expand and enslave or eradicate any races they came into contact with. Really big and powerful bad guys was my thought.

That's exactly what the Phantoms would have you think... The truth would likely be the opposite. Having a super-power that can steam-roll Sirius at any time it wants makes little sense since it just would instead of going and creating a rebel group.

But if the C'tan empire consists of dozens of races, and is so vast, it isnt unreasonable to consider that they may be fighting on many fronts at the same time, against many different races/empires. With their forces split up against a large number of opponents, they wont be as powerful in any one area, which keeps them from 'steamrolling' sirius.

When you have severely limited forces going up against an 'equal' opponent, yes, it is. But nobody said the C'tan were master strategists either. Look at napoleon, he was considered a brilliant strategist, and he split his troops up (and subsequently got owned).
If the C'tan empire is so much more massive than other galactic empires, they probably wouldnt be so reserved as to focus on one enemy at a time, when they can take on several at once and still be on equal footing.

Here's an idea: You can basically rename the faction with any alien sounding name you'd like (not a big difference since you don't use faction tags), and the 'Phantom' IFF can be explained by how the inhabitants of Sirius refer to it in simple terms. 'IFF ghosts and phantoms that turn out to actually be real'. Just an RP bone I am throwing out.
That aside, I also have another idea to throw out. While the faction does have potential, I myself personally find a lot of it unharnessed. For example, what is the goal of the Phantoms? To overthrow all house Sirius governments, ok, but how are they going about to accomplishing that? By acts of random killings? It's just missing something. Where is the manipulation? The deceit? Playing one faction against each other, acting like some sort of alien illuminati/subversion taskforce designed to wreak havoc not only amongst units but amongst entire organisations even. We all know how fragile human diplomacy is in many cases. This is what I would like to see more of, Phantoms trying to create as many conflicts between humans themselves, taking to a strategy of undermining their society, knowing that an all out attack alone won't do the job. It would IMO make the faction that much more interesting, with far more RP potential.
He has already explained the whole "Massive C'Tan Empire" RP is old and outdated... and most likely will develope to much lesser "Massive C'Tan" empire... thus the whole napoleon strategy, massive conquer of Sirius thing is in the past... and a new way of doing things is coming to pass.
I reckon this is the post of the day here so far. The idea for naming is a good one.
And i also very much agree to the way you think the Phantoms should go. It is something that i do believe plays very well in the whole "Genocide" thing.
Manipulation is the way forward my friends. And it is a easy card to play if done right.
