Let me just say, I was there, Pitchfork, the Praetorian. I normally don't even go to New York. Today is a reason why. Let me explain our actions here:
Shock: was in New York doing the normal thing. That is, causing angst to local economists. This time it was the the miners outside Pitt. To make a long story short, he shouts for help on Skype as one of the Junker Salvagers he toasted turns out to also be a Zoner Carrier who comes back to protect the miners. Him and Nightsmoke: were fighting a for good while before I got there. I only got two shots off at the Carrier, and I believe you were already there with a certain DARTH.
Now, what I saw was that as we were fighting, Miners were undocking. As they undocked they saw red. Red is dead must have been on their mind because many of them shot at us. It's a little hard to notice while dodging in an Arrow, I know, but, they shot at us. This is why we didn't give them an engagement notice, because we were getting shot at.
I do believe that you should notice that after things got less crazy, we did try and stop more and give more RP, most of which was really ignored. Looking at the number of times I said "Oh, look, another pet" I think I got one response that I missed because I was fighting. I can also note the aforementioned LN Chimera that re-engaged 3 times.
You can kind of see how we might get frustrated after all this and go to /setmsgs. I admit, it wasn't our best behavior, and I really do apologize. It simply got really crazy for us and some things were lost. I would really like to apologize that I hadn't done any better than I did to try and stop and RP more than I did. It was downright shameful on my part. My apologies. We just got caught up in the craziness of the ongoing fight.
And, Ms. Dancer, we are unsure what you are talking about. Please clarify what you mean. Looking at your profile, I don't know who your characters are, and I'm pretty sure no one else does either. In fact, all four of us that were outside today are looking at the post and scratching our heads. I am very sure that Virus will kick anyone who is using the Phantom ID for a personal vendetta out of the faction entirely. Please do elaborate on what you are talking about. I have been accused of this several times, and, only when looking through my screenshots have I realized that I caught the same person some eight times in three days and switched places because of how bad I felt (I went to Honshu instead of Kyushu/Shikoku). If someone is repeatedly killing you, I can guarantee that it isn't on purpose.

I went down towards Pitts after being told by a police guy 'Don't go down there, it's too dangerous.' I wasn't fully aware of just what was happening, or, for that matter, that the Junker was in a Zoner capital ship...
Anyhow, I started taking shots at Shock:, but the carrier didn't have long to live. From there on it turned into a whole lot of dodging and wondering if any other Navy people would happen along. I don't know who DARTH is - he came some time after I did, and I didn't communicate with him at all, in any case. It was pretty funny how he managed to get SNACed twice in a row (it was a SNAC, wasn't it?)
A few of the ones undocking from Pitts did start shooting - I got caught in the crossfire once, and a transport's turrets hitting an Arrow isn't fun. Not all of them did, though. I'm aware that there's a certain school of thought amongst the less intelligent lolwutters which advocates the use of mining ships as combat vessels due to the amount of turrets they have (I'm not kidding here. I've seen it happen in NY)... But, that didn't apply to all of them.
When you have to get through a high volume of low-skill players, the most efficient way to do so is by killing as quickly as possible with instakills or high volumes of fire to reduce the numbers, or at least keep them the same as hostile reinforcements zeroing in on your location.
Its a problem, yes, but I'd argue that it is not entirely our fault. There is no such thing as a non-combattant to the Phantoms. We do kill innocents. The problem comes when you have a swarm around you, some of which are firing and some of which are not. Its very hard to accurately distinguish between the two in half a second, and if they are firing already, then you can assume that they are fair game to be destroyed without opening a chat with them. Besides, if you are already being shot by other people in fighters, bombers or whatever, its pretty hard to type in combat without losing a significant amount of hull.
That said, it is a valid concern and will be taken into serious consideration if what you say is accurate. However, from experience, people tend to shoot at us if others are already shooting at us, so even not being there, I'd wager that most of them were firing. Those that werent should have moved away as quickly as possible or simply docked. After all, Pittsburg was just over there.
