It takes roughly twenty seconds to fully regenerate the energy on most transports. Most transports will deplete their energy supply within the same amount of time by firing. Unless you're sticking to new york with level 2 rogue NPC's, you're going to get your ass handed to you on a silver platter if you cant do anything for 20 seconds.

again, the idiot posts. Ever tried thrusting away from a swarm of NPC's? I'll let you in on a little tip: They're faster than you are, unless you happen to do your trading in a camera ship.

yes I have thrusted from NPCs, and yes they can still catch you. But it's certainly a LOT easier to dodge them with thrusters than without, and you also have bots/bats, and you are, stated before, only waiting 20 seconds. It took longer than 20 seconds for you to read thispost.
Its not an idiot post. you can run from a swarm of NPC's or you can fight them. I don't know, I was just in sigma with Kishiro whale, those Corsair npcs are nasty, but not nasty enough. they dont shoot the lane behind you. so you can go back.
as you can see, your cruise drops your energy, not your shield. It's pretty much harmless unless your strategy is to cruise right onto someone (like 500 from em), say "firing" and kill them.
