Everybody: quit your whining. Overwhelming numbers happen everywhere, at all times regardless of sides. I've had my Collector swarmed by 4 Xeno Eagles, I've had a Hacker Sabre run over by 3 BH Gunships, three fighters and a Liberty Dread, I've had a BH Hammerhead attacked by 4 Osirises, and I've had my Wilde Manta killed by everybody who piled on once the numbers were already overwhelming and there was no chance of them getting hurt.
Don't blame the rules when it's the people who are the problem. Every player has the option to not engage when a fight comes up that is already even or in favor of one side, until he is attacked. It is not the fault of the rules if someone thinks their gunship should get in on shooting down a Hyena when there's already two gunships, three Liberators and a Liberty Carrier on it.
Endorse fair play, and maybe your example will echo back at you when you least expect it.
Also, stop getting mad at video games. There are much more important things to be angry over.
I am actually blaming the Players. For abusing small Bounties put on by the Governments. The most Bounty Hunters I see are abusing this to shoot at everything and use the 100K Bounty as a poor excuse. Et cetera, et cetera.

There are people agreeing with me. Tell me why Blanket Bounties even exists, because they'll make just any idiot take it as excuse to kill every crap they see? Hence why I see every few seconds a Death Message with SeaCensored in it? I mean that guy is just the best example, flying around see a hacker who hasnt done anything yet and shoot it up. Bounty hunters can fly around and shoot down pirates, just like they should. And they get paid for it, just like they should. Some people are better at it than others - some people roleplay it better than others, and some people do the PvP thing better than others - that seem to be the problem here - some guy has chosen to play a hunter and is successfully taking down unlawful characters. That is perfectly suited to game lore - one rumour on Rostock is a hunter bragging about how he has taken down over 300 criminals. This bragging on the forum about kills is a direct result of players demanding that there be forum rp for hunters - they have to be aware of the forums so they can claim payment; and because they do the forum rp they get accused of bragging....its a no win situation.
The blanket bounty boards were established originally around a year and a half ago (sleipnir set up one for the BPA) and zapp has had the LPIs one up and running for a long time. The unlawful factions followed suit. No one complained (apart from one person who went to the trouble of posting non rp posts in the rp section of the forum objecting for the same reason you mention - because he wanted to fly a pirate ID ship and not be regarded as a pirate). Blanket bounties brought an element of forum roleplay to what was previously a kind of free-for-all. Requirements (an admin announcement) were put in place to stop people making up bounties so they could go around shooting everyone. It's now in the rules.
Of course you'll see poor quality play if you stick around Liberty. These blanket bounties are a different kettle of fish elsewhere. And in their own way they help to remove some of what had previously been even worse behaviour. Observe the limits players impose in the bounties.
Bounty hunters are required to check the forums. It is the only freely available ID where knowledge of the forum is a prerequisite. What you propose would make the ID unplayable, and I say that as someone who's been roleplaying a bounty hunter for a long time. It's already restricted enough. Alt-tabbing in and out of the game to check every single other ship logged on is a ridiculous and unworkable solution to what is, in the grand scheme of things, and, within the context of the game, a perfectly believable situation - some guy gaining the upper hand on unlawfuls foolish enough to get caught by him. That's my chief objection to your demand for more rules - someone chose to play a particular way, he's not breaking rules ( to the best of my knowledge) and no more restritions are needed rather than deal with it in roleplay (anything can be dealt with in role-play - one ship is a mere trifle)

I'm drunk not high. What I meant is that Hackers, for example. Dont you think there'll even be Hackers with Parents who are Hackers? What if I work in the pub on mactan for example, finally get a ship after years and he wants to try it out or explore Liberty and the independent systems around. So following the Server Rules I have to get a Hacker ID and IFF. So I am flying through Cortez for example and get shot down by a random Bounty Hunter, for...yeah for what actually?
Gameplay > Roleplay, as you said: I fail to see the point how it would ruin the whole Faction if the Blanket Bounties are being removed. I only see things which could be better doing it. There are enough Bounties, how come you'll need to check every ship? You just write down a list. Protip: New Bounties guarantee that the target is probably active enough.
And hell, I am playing a Liberty Rogue. You tell me to stop sticking around Liberty.
For me: Blanket Bounties = PVP Whoring.

why would mactans bartender fly a ship as a hacker? if he's just been a bartender, then there wont be a bounty on him. He should be flying a freelancer IFF/ID.

It's not a terribly hard concept to understand. I have a =CR= character, for example. Currently flying a rookie Nyx. He owns a ship of his own, though. Freelancer ID'd Kingfisher. It's currently parked away and isn't likely to be brought out except if he's granted leave and decides to travel a bit. According to you, he should now mark that Kingfisher as belonging to and being flown for the Colonial Fleet.
