Guys, this does have to do with the topic. It relates directly to the topic. You can't have part of a topic, without the other parts of it.
Right now, I'm willing to say AW's hold on Theta will be significantly diminished. Only law I'm going to keep there that I know off the top of my head is the no-hostilities law, and no hostiles of AW/HF allowed in (this is purely a security risk..).
I simply upped the punishment for the law remaining, for both O-74 and Theta.
No. We cannot control Theta after we move to 74. That is a fact. No faction can control other system than his home system. The only influence we keep is against the current enemies because of the war area of influence.
But we will keep patrolling the system to protect traders, neutrals (those who request help) and allies passing through against pirates, enemies and unfriendlies.

This is all a bit confusing to me. You won't be able to control Theta anymore because you own 74... So if RM buys Braunschweig then we can no longer patrol/control New Berlin? What trader or pirate, in his right mind, will enter Braunschweig, ever? RM already has a problem with people not complying with scans and such. This would cause more problems then...
If the SF buy the BAF guard system, they can't do anything in Cambridge anymore?
Why can't AW control Theta as they always have? Why can't the home/guard systems be the place where most of their research and development is done?
I'm asking these questions because I KNOW there are people out there who will try to argue with AW/RM/SF that they have no power in Theta/New Berlin/Cambridge anymore...only the systems that they 'own'. The, 'uh, you can't tell me what to do' thing...hell we (RM) get that as it is right now. (Not trying to make this an RM thing, just that's the only experience i've had with it)
My interperetation: Your zone of influence should be directly related to the NPC's of your faction...wherever they are, shouldn't you be able to be there too?
Zones of Influence, Ownership of certain systems, control, power.....(voice trails off)

As far I know. Any Major factions still has control of there older systems. Bs| still controls Minor, AW controls Theta, GoR Controls Alpha, RM still controls New Berlin, ect.
Alright back in the past: I few months ago Igiss gave the call that owning Vinilla systems were against the rules. That all vanilla system owning factions would get a new system for free, but still have some kind of influence in the old one. As in, we can control it.
BUT, there are of course restrictions. Why? Because you don't actually own the system.
We have full rights to ask for scans/cargo, to attack hostile factions to both us and the NPCs, and pretty much do anything the NPCs do.
Then there is stuff we can't do anymore, Such as, we can't "ban" people from the system. Though we can kick out out people that we consider hostile. We can't make up rules that don't effect the NPCs. (Thats includes restricting ship class from passing, Traders, ect. )
And then we have our home systems that we "own". There we can do what ever the hell we want as long as it is within server rules and RP.

In your home (guard) system you can have rules that are even opposing the server ones. (doesn't make sense but that's how it is said)

Yes case in point, HF does control Magellan to an extent (nothing really to do there because all players usually are less than 29) but we OWN Vespucci. See? AW did buy Omicron Theta did they not? They still control it but Omi 74 is their system. This make sense?
AW can't control Theta in the sense of asking people out, etc. What we can do is to protect those who ask for our help, and attack the ones that are our enemies. But we have no authority over the players that wander in theta.

AW isn't doing anything than defending those who come under attack, and then fighting our enemies out (we would do that anyway, and can/will anywhere we see them..).
