No it doesn't contact the server. It uses a similar method to the one Freelancer uses generate the ID. I think my method is more robust than the Freelancer one but as you note there is a chance of a conflict.

Okay, I just want to make one thing clear: if this thing knew how to access the IDs on the server, it wouldn't be open source out of fear that people would be able to download all the IDs on the server and get the signature, therefore owning multiple trillion credits of accounts. Yeah. Bad.
Now, if you'd like a version that works (this wasn't Kazinsal's fault; Well it might have been, he didn't retest it! Possibly Zelot's fault. Hard to say. Only thing I'm sure about is that it wasn't my fault 'cause that couldn't possibly happen). I've updated the link in the first post.
