Any solution that would remove any current difficulties would be implemented so long as it was practical and practicable.
Suggest a solution to the current problems and if it makes sense I'll give it my full support as a player, administrator and faction leader.
What about the flhook command idea? Can't have anyone not collect that way, restricts things to specific IDs, and makes blanket bounties harder.
Then the various police, military, and otherwise controlling factions could hire organized companies or trusted individuals to basically assist with their work - read shooting unlawfuls - while putting any mercenary squarely in one camp.
Of course, more responsibility in posting bounties and limiting maybe who can collect would be worth considering.
But then, people will find other ways and avenues to complain. And soon there will be no repeatable bounties (in roleplay once dead is enough) or people will have to actually be caught standing over a trader's dead body with a smoking gun, saying "I'm glad I killed the bastard" to be considered "guilty of being caught in the act of piracy" (which has been added to most blanket bounty boards in case you hadn't noticed.)
Maybe compuslory reputation for mercs depending on employer and rep-fixing/ship "adjustment" for mercs who try to play all sides of the fence. Real life mercs generally don't demonstrate the same freedom and money-hungry sensibility that in game ones do. I mean to say, many famous mercenaries only worked for employers of the same political and ideological leaning.
I guess this is where player responsibility versus rules comes in again.
How about for a start, you have to flash a reputation showing your employer and have any factions you have taken work against to full red. Freelancers who get to shoot up lawfuls near lawful bases and have the base showing as neutral are abusing the game mechanics.
@Athenian I like that sort of idea. I guess the major issue is that there are bounty hunting types whose reputation doesn't match their actions.
What if there was the requirement that the target of a blanket bounty had to be hostile to the collector? Individual bounties would be a different story. At least as a part of a solution. That would prevent people from throwing bounties on everyone just to collect and whatnot.
Athenian, I am not crying about Kusari Naval Force hunting me. It is their job. I dont demand the Hogosha to stop attacks at us, they hate us and I attack them too. I dont care about the Bounty Hunters, because I have them on Red and most of them has the decency to have a Tag in front of their Names. I am making a fuss about the Mercs. Especially the Mercs not only collecting multiple blanket bountys, but staying neutral on all factions. There are some working for Rheinland and Corsairs, for Rahs Sake.... I dont even know where to start there. How can this work in RP? And dont come with "they work for the best money", because normally, if some group support a criminal organisation, they get banned from civilized space.
So I have an Idea. How about two Merc ID?s. Good Merc (working for House Systems) and evil Merc (working for the criminal organisations). or make the Merc Tag SRP and do two BH ID?s.
They can do it because in RP both of these groups (Corsairs and Rheinlanders) have no frickin' clue we are doing it. The only way you know is by metagaming and watching where mercs post their kills.

Yeah and I will still kill everyone and collect everywhere.
IFFs are overrated. Consider everyone an enemy (in terms of defense) until you can get a proper scan of their ID. Especially if you have a bounty on your head. Always be prepared to run, shoot or bribe.
