I have news regarding your request for an export license for H-fuel to the Taus.
The Gas Miners Guild and Kishiro Technologies has recently stipulated a commercial pact that makes the transportation through Kusari and Liberty of H-Fuel and Plutonium mined from both corporations an exclusive right for Kishiro Technologies.
The Council of the Rising Suns was (and is) actually debating on this matter when your request happened to reach us and unfortunately my increased duties in this period of time are slowering my responses, which is why it took more time than usual for an answer, I apologise.
It is likely that licences for H-Fuel and Plutionium transportation through Kusari (and the Taus) will not be available anymore and previously agreed licences to be exluded to cover these two products if the respective owners wish to keep them.

First allow me to apologize for the long delay for this answer, my company and the Zoner Alliance have taken up a lot of my time as of late.
My talks with the Gas Miners Guild also touched that subject, but also clearly resulted in the answer by GMG that Zoner Freeports and Planets are not part of these restrictions. They were formulated to cover transporting and selling H-Fuel and/or Plutonium to house bases and planets.
OSI thus already has permission by the GMG to transport said H-Fuel to any Zoner base or planet in Sirius, as all of them lie either in Border or Edge Worlds, or as in Planet Erie's case in an Independent System under Liberty protection.
The reason for us to apply for an export license involves our intend to supply Freeport 6 and 10 in the Taus, as well as Gran Canaria without having to detour around 3/4rd of the edge of Sirius.

Allow me to introduce myself; I am Daisa Hajime Kitao, one of the more junior members of the Council of the Rising Suns as far as seniority is concerned.
Regarding your further enquiry about H-Fuel, if you have shipping permission from the GMG, that clears you for shipping through their space as well as the purchase of their product. However, currently Kishiro Technologies holds the sole right to ferry this fuel source through the Empire of Kusari. This means that no other shipper, not even Samura, is by the current corporate law allowed to move it through Kusari.
Thus it was the decision of the Council to direct you to Kishiro Technologies. Any decision they come to on matters concerning the movement of commercial quantities of H-Fuel through Kusari will be backed in full by the Kusari Naval Forces and the Council of the Rising Suns.

I deliver the following message in the most respectful way possible. As a GMG Guild Master and dual citizen of the GMG and Planet Honshu, I have studied the Kusari Legal Codex in great detail.
The response that you submitted to Duke-sama states that Kishiro holds exclusive shipping rights of HFuel through Kusari territory. According to this verdict Samura as well as currently approved corporations, and presumably the Gas Miners Guild, are prohibited to ship HFuel through Kusari.
With the new GMG Distribution Agreement, Kishiro Technologies holds exclusive distribution rights of GMG HFuel and Plutonium to planets and stations within Kusari and Liberty territory. Yet there is a small market for independent corporate entities such as Omicron Supply Industries (OSI) to distribute to Zoner Freeports and other unaligned stations outside of house borders. Multi-licensed shippers must retain their rights to distribute HFuel and Plutonium to unaligned star systems, regardless of the new GMG-Kishiro distribution agreement.
The current version of the Kusari Legal Codex allows corporations to apply for a multi-license to ship HFuel and Plutonium in addition to the other restricted goods. If the council intends on excluding HFuel and Plutonium from the "restricted goods" category on the Codex, the GMG requests that a license be made available on the Codex to protect GMG's "secondary" distributors' shipping rights of the aforementioned cargo.

Konnichiwa OSI, GMG. The discussion about this, and licenses to export certain commodities trough Kusari to Tau systems is being discussed at the moment, as you have already been informed.
I ask you for patience since the case is very important for the Kusari nation from political and economical aspect. To OSI I have to point out again that Kishiro has signed an exclusive deal with GMG to transport the Fuel and Plutonium trough Kusari and Liberty, and while this deal is signed, the discussions about some fine print is still active between Kishiro and rest of the Kusari council.
I would advise you to take the outer routes to reach your stations in Tau system. As we all know, Taus can be reached from many points. Taking the one trough Kusari would be in bad taste until the situation is resolved. Furthermore, I assure you that all Freeports are receiving Fuel supplies from our own vessels.
As for our GMG friends, I thought it goes without understanding that you can export your own products trough Kusari and Liberty, as well as you can trough Rheinland.
I think it is taken for granted that no GMG vessel ever made a blockade run, fueling the Bretonia instead of Kusari, for that would make us a poor neighbours indeed.
I hope this brings some light to the situation. Again, I ask for your patience since the matter at hand is indeed a serious one.

Arigato, for clarifying some of these misunderstandings, especially about the rights of the product owners. I hope that the codex will also allow Republican Shipping to haul GMG fuels through Honshu to Rheinland, because there are no plans in the foreseeable future to construct a stable jump gate connection between Sigma-19 and Sigma-13.
I believe we both understand that the terms and conditions of the distribution agreement granted Kishiro Technologies exclusive distribution rights to stations within Liberty and Kusari territory. CEO Hoshi Tanaka clearly stated at the last Quarterly Press Conference that the Gas Miners Guild will still sell its fuels to other transport companies for distribution to non-house systems.
Senseis, I will ultimately honor your decision. If the Kusari government restricts the transport of fuels through Kusari space to Kishiro Technologies, Kishiro technologies is fully capable of supplying greater quantities of GMG fuels to borderworld Freeports and independent stations, which can act as a secondary distribution point to supply Planets and stations in the edge and independent worlds. As for our current 'secondary' shippers, they will be advised to avoid Kusari space whilst hauling GMG Fuels.
I said that right didn't I? I do hope so. OSI is patiently awaiting your answer on both of our inquiries. As such you will not find any OSI vessel transpoting H-Fuel or Plutonium in Kusari or Liberty space, nor have we actively been transporting either of these products through Kusari or Liberty; as you said, it would be in bad taste.

Dear Mr. Cross. I am here to inform you that the Kusari has made a new decision regarding the Taus exports license. You can find more about it here. While I understand that this could be puzzling to you, keep in mind that Kishiro's exclusive contract means exactly that - exclusive -
That however does not mean we are selfish with our fuel, or that your Freeport will be out of it.
Kishiro will supply as it has been supplying Freeports as well as all other stations in need of Fuel supply that are registered as friendly or neutral to us.
Picking it up from Freeport 6 and distributing further shouldn't be a problem, and ofcourse, there are other routes to Tau systems outside of Kusari space.
However keep in mind that Kishiro's main export, Optronics have been placed on Tau export's commodity list as prohibited unless having the license.
This should eliminate most of the independent competition and offer license payers increased profits in exporting the said commodity.

I am getting some very confusing feedback regarding the recent license changes for the transport of plutonium and H-fuel. I don't often run H-fuel but I am a frequent runner of plutonium to our own Lanzerate Base in Omega 49.
Am I to understand that we are no longer authorized to do this per even our old license agreement? If this is true, it will be a big problem for us. I await your response.
