I was asked to leave Kusari space on two different occasions by KNF personnel while escorting miners to Narita. I fly a BH ID/IFF Orca. Does the above rule apply to me?

Since the Orca is a gunboat, no, it doesn't apply to you.
However you should be aware that zone 1 (see Bounties offered by the Imperial Throne) is not open to outside contractors therefore any hired escort should never leave the main convoy and should act only in self-defence of themselves or said convoy, also, they cannot claim any bounty.
Most Kusarians are not particularly fond of bounty hunters and hired guns in general for not much of them seem to understand the meaning of the word 'honour' and often turn where the money goes. Tis' a fondness predominant in some more than others...
With official papers at hand and an escort task to accomplish I don't think they'll stop you if you look resolute enough.

2nd'd, it is a deal between RepEx and GMG, not kusari. RepEx can by all means take restricted good through the sigmas as it's GMG spce but untill there is RP agreements about the export of restricted goods by rhinelanders, kusari legal codex applys for the 3 tradelanes you need to take in honshu.
