I agree with most of the other earlier posts... police shouldn't be able to fly the larger capital ships. Most of the NPC cops are light fighters anyway. On the other hand, the pirates won't give a second glance to a LF pilot, even if they are police. Thus, I think player-run police factions should be allowed to fly the gunboat; it seems like an acceptable "SWAT" ship.
Police factions would be required by policy to remain in their respective house territories, while military factions (for the most part) would be deployed abroad. Cops scan and destroy pirates/smugglers... military pilots hunt terrorists and other external enemies.
I'm definitely in favor of torpedoes being military-issue in the main houses.
Just keep it to Lf's, try rping, make it so cop factions cant even leave their own systems.

In my search for improvement in my Order gunboat thread I found this in my various loads of space ship art. It is a concept for a Homeworld 2 that was never realized. From the looks of things it only has two turrents mounts. All a police issue gunship would need.
I'd agree with the GB/yes, VHF/no, In-house-system-only and such already discussed, but we still have to take the forward guns of the GB's. WAY too much firepower.

I do agree that they should not go past Gun Boats but. From what I see, pirates never enter house systems without a GB or Destroyer in the group. If the police had to deal with all pirates while the military was gone fighting, they would be like pigs to the slaughter.
I think that a police faction should have better fire power and a wing of 3 police GBs should not be an odd acurence. not just a commander in a GB but a few officers too, all in the same wing with some fighters.
Remember, they made this game with only fighters and the police only delt with fighters. Now that we are using larger ships, the pirates are mush larger (destroyers even) and the police need to be larger too.
If you have too many limits on the police you will never see a police faction, they wont want to waist their time.
