but that wasnt what was suggested. at the moment pirates can practically line up in a row and pirate a single merchant/miner ship as they please. i think after being pirated, the victim deserves some kind of break. i mean seriously, at some times there are many more pirates online than lawfuls... trading /mining is like: "go to jumphole "X" - pirate waiting, 2 million paid.... use jumphole "X"... pirate waiting on the other side, 2 million paid.... using tradlane "X1".... pirate in the middle, 2 million paid.... using tradelane "X2".... pirate, 2 million paid.... arriving at jumpgate "Y"... pirate waiting, 2 million paid.... using jumpgate "y"... pirate on the other side, 2 million paid... " and so on and so on.
and this happens with reasonable pirates, that only demand 2 million. dont let me get started on those "20 million or die" pirates.
lets say, a 15 minute break after being pirated would be HIGHLY welcome, and it really wouldnt limit the pirates.
Try a Camara or some other light Freighter. Then, when a pirate comes after you, "Let's dance."
Certainly less profitable, but some of them are agile enough to make the little lolrats button mash in fury.
As for bounties on pirates and "limits", how many people actually put more than a token bounty on a pirate? Occasionally you might get one on the board for a few ten millions, but so often these aren't even collected upon. Generally because the person the bounty is on has made himself hated primarily through picking fights he can win.
Unreasonable demands irk me, such as demanding an entire cargo hold instead of a reasonable credit tax. I can afford a few million out of an 8-mil cargo, credits are just credits. But taking my entire hold and wasting my run? Now you're taking away my time.
And its not like I can refuse, get blown up and start over at the buy point. That's horribly OORP for a transport captain with multiple lives on board. Cargo is worth less than life in RP, so I'm obliged to agree to pretty much any demand as long as I can get my ship and crew out in one piece.
And its not like a pirate bomber can take any meaningful portion of a 2800 unit hold, certainly not enough to approach the credit value of a "lol2mil" tax. Most of the cargo I've dropped to pirates has just gotten blown up anyway, which really feels like they're just doing it to troll me.

Some unlawfuls can't demand credits. For example, Xenos can only make demands of Cargo.

'Eh, if it's a Molly Gunboat, and you have a BMM ship, that's something that he'd definitely want to do. The Mollys aren't even like the Hessians where they respect Miners, they're just bloodthirsty to get (What they think of as) their system from the hands of the Bretonians. Punishing BMM for the atrocities that they pushed upon the Mollys is very deeply ingrained in their agenda.
What I suggest you do is take a step back, breathe in real deep, and go mine Beryllium in the Newcastle Field in Cambridge (Yes, it's called the Newcastle Field). It's sold on The Ring in New Berlin, so I doubt that many Ore Pirates would pirate you (As Samura/Kishiro aren't there in Cambridge to steal from you, and most Junkers hang out in Frankfurt/Munich to just steal all of the ore and sell right there), and it's a very uncommon spot to be in, so no one will pirate you. But, of course, the best thing to would be to find a friend to protect you with his horribly scary Mafic with a Supernova just for when the pirates arrive (Armor VIII Mining Ship + 8 Type 3 Turrets and a Maffic is pretty much the best combo to prevent piracy ever).

Eh but still I think a limit on pirating will be nice. Under what circumstances do you have a valid reason to demand more than 5m anyway? As for bounty, if someone is willing to pay, why not? Plus, its not like we're gona check this long list of bounty before we open fire. Criminal, not in a transport, eat antimatter.

When you think the person can/will pay it.
Or when you WANT the person to pay it, so you can hae an excuse to kill him and take his cargo anyway.
