Of course a battleship or whatever can blow up a train -- as an act of terrorism, trader not complying with lawfuls, etc. They just can't pirate in it.
But as far as I'm concerned what Sean's attacker was doing, an unlawful parked outside a house base in a BS just to vape traders, is dirty and despicable. He obviously does not gives a rats about RP, and it smack of PvP whoring. I leave it to the admins to deliberate a suitable punishment.
Yes - yet another rule violation. Read the Neutral ID card for the limitation on types of ships that can carry it. If you are in a train - you're a legitimate target for pirates (since you cannot carry a Neutral ID).

so, first of all, get a trader ID, second, report him. BSs cant attack traders.
Yes - he can attack a Train - he just can't demand payment. For example - a Train with a faction ID that is hostile toward him would be KoS. The rule you are sighting is in regards to PIRATING a trader. In the example provided, the Outcast said prepare to die - and then the guy died. I didn't hear anything in the description of the events calling for payment (ie: pirating).
Archelon, he can't attack a train with a trader ID in a battleship. Thats why the limitations are there. He must
not pirate, and it would appear no faction related reasons are there. Fairly clear cut ... Anyone bother to scan
the BS for its ID ? ... He cannot be carrying a Terrorist or Phantom one, the only two that would give him the
right.
Sean, make sure you READ ALL THE RULES in future, not just those you think protect you, especially where
IDs are concerned. Trains cannot carry neutral ones.
Now post it in the relevant thread to the Admins please, and lets stop interpreting the rules, just follow them.

I have a question... if I get a pirate bs, and a pirate id, I can't pirate traders correct? But what stops me to kill them? I didn't saw that on the rules... it may have escaped me... please give me a link or something... Thanks in advance:)

Note the line that says ... 'That do not pay for passage'. Meaning you have to ask first. And you cannot pirate
in a battleship. So you cannot just blow them up in a battleship either.
