I'm liking option two, declaring in the event of a war or major "set piece" engagement short of war.
However, it needs to be clarified. Once a player "declares" a side, would that be in effect for the duration of the war? Otherwise you'd constantly be taking headcounts or polls. Personally, I'd think it much easier if the player's choice committed him to the chosen faction until the dust settled.
I came from a server awhile ago that only allowed you to be in one faction. Personally I find that somewhat restrictive and can lead to boredom or faction hopping type activities. What this server has is fine now, being in multiple factions, even opposing ones allows freedom to choose. One day you can be a law abiding citizen protecting ppl from pirates, next day you can be the pirate. I like the middle road approach proposed by Korrd, it is sensible and clear cut. One note on multiple chars I would like to point out, that irks me at times. Being a pirate I loot npc ships and tax players at times. I do notice and mentally keep track of other peoples alt chars. My example is I am pirating in one area, notice player A in another char other side of the universe, player A docks and swaps chars to another char, that just happens to be in same area as me. Now I have a large cap ship staring me in the face, telling me to hit the road or die. And I know the swap was intentional for this purpose, cause after I leave area player A swaps back to char previously in. Although this is not against the rules, it kinda goes in line with this topic. If you wanna swap to a totally different char, you should log out for a few minutes say 10 or so, not use as my buddy says the "Nomad Transporter" to instantly appear where you wanna be at.
Personally, I would mind neither option 2 nor 3. I can see how others would be rather pissed if they have to get rid of/change factions with some of their chars, though.
I totally agree with Tank on that matter: If people can't separate their different factions' chars, it's their problem. Just shows that they can't stay within RP. So option 3 shouldn't be necessary.
As for the SA/HF/SCRA battle thingy: I wasn't present on that particular occasion, but I know that the HF were neutral with the SA for quite a long time (an unstable truce). When I joined the HF, that truce was already in place. I doubt you'd break a truce without any reason. You'd rather team up against the common enemy, even if you still mistrust each other.
So, as long as they didn't party together afterwards, I think it's all within RP.

I dont see why there is a problem as long as peaple RP there char right it should be ok, allthough you will allways get the odd couple that try to mess it up for everyone RPing right.
When im in my TBH tagged char i RP a corsair and fight aganst people in my other faction, save when im flying my HF char i will RP him and fight the TBH when needed.
This is kinda of topic but Dab brought this up, this community we have here is one of the best ive ever played on, the one thing that realy niggles me is all the flamming toward AW or HF and other factions, people should just let each faction do as thay please (within the server rules offcourse).

SF handles this problem rather well.
There's a clause in the membership rules that states a member has to defend Cambridge if a player has characters on both sides.
Would a general rule like this solve the problem?
For example:
If a player has characters on both sides of a conflict, they must use a defensive character when home system is under attack.

I have 4, a trader, a liberty navy char, a corsair (capship) and a corsair(fighter)
Each char has it's own rep and storyline and they are all seperate.
This doesn't present a problem for me but I have noted a few times that when I have got into bother in one of chars with a player then they will pursue the issue when they are in a different one of their own chars.
Chars must be kept seperate and your interactions in one should not affect the standing of any of the others.
I have noticed that some players use the same name on all of their chars with a dot or somesuch added and then they seem to believe that the previous interaction and rep you have with one char of thiers is valid for all of them.
The only other way I can think of round this is to allow multiple ships on one char but I don't know if this is possible and would frankly be a pain in the neck for me as I like to play the different factions dependong on my mood at the time.

I know this is a little off topic, but I have a question about multiple characters. Can I transfer credits from an established character to a new one to help get the second one started more quickly? I know it sounds like a silly question, but some servers ban funds transfer between characters.
