I Think Admin role is not to do the dirty work of Factions, theirs role is to ensure the good faith of the RP.
Kronos, I do agree with you in principle, but taking the example you just used we'd end up with the following situation.
Rather than saying "Officer, I just saw a stange ship with a flower on the hull near manhattan"
They'd be saying "Officer, I just saw nineteen massive battleships with blue guns shouting things about elderberries and farts just outside manhattan. Oh... You already know because they blew you up? Oh well then."
Such incidents wouldn't be a rarity. They'd be every-day, boring, not special and poorly roleplayed. With that example, I'd suggest no gallic ships outside manhattan is better than the 98461803654827423 that would decend if you allowed any to appear at all.

Here's the problem. We allow people to do stuff, and the Q_Q starts about how everyone just does what they want, no matter how illogical. We attempt to curb the massively illogical stuff and people Q_Q over not being able to do what they want.
With regards to the original post. Yes... people complain. I don't see why they complain and then hang around complaining. Pretending to quit and then come back again only to complain some more. If people really hate it that much, then why are they here?
If people only relaxed a little tiny bit and treated it like the game it is, then life would be so much easier for everyone.

How would you feel about people kicking in other people's castle on the beach and then saying "its just a game"?
And strangely, the people who keep telling others "its just a game" seem to be scared to death of playing ths game on same level with other players. They HAVE to have their special SRPs, their special factions with special rights, their special guns, their special ships, their special ranks, their special IDs. And no! no! no! Nobody can touch their special toys. Only their special friends can!
Give each side the opportunity to attain the level they want to be in.. whether to pirate, protect or defend themselves in a fair equal level field either by working their way to pay the next weapon, armor or or shield. Let the experience and ability of each individual player be the deciding factor whether you live or die.

In real Life this is how the structure of our society works
-The military: The overwhelming force, no one should be able to take them down. If any other factor could be able to take them down our society would be already living in chaos and anarchy. With very little or no economic flow.
-The Police
-And waaay way down the unlawful
-closely followed by the civilians: miners/transports ect. Still with a possibility to defend themselves from unlawfuls the same way in our society a civilian has the opportunity and right to defend himself from a criminal.
Or follow the example of nature..
A predator can sometimes catch a prey, sometimes not.. but they both will surely fall to the law of the gun.
The problem starts when this reality is twisted to fit the desires of some.
