One example is Omicron Minor. The Order complain cause the Keepers aren't active enough, when the Order are all too happy to sit at the Isis and do nothing, it's the best defended base in Sirius so they just sit there all day away from any real danger.
Both Java and Cali possess sufficient defences to scare off anything enough.
Before I left the Order comms, if a keeper appeared in Delta, everyone rushed to it. I saw the same keeper in Delta about three times, every time I went to have a look, he went back to Iota.
I've encountered maybe 3 keepers in Minor, they hide in the field and spout the typical ***stuff***
How are we meant to know where to go? We congregate around Toledo, because:
A: It's safe if you fly back to the Isis.
B: It's the only landmark worth hanging about.
C: It's generally clear of the super duper dangerous BH cruisers.
D: It's not in an asteroid field, so you can fight properly.
So really you don't know what you're talking about.

On to the topic. I think Java and Cali should be moved so that they are on opposite sides of the system, not right next to the jump holes.
If you give Java better guns, please remove some of the NPC's as they get in the way (as if asteroids weren't enough to bounce off) and also provide tasty bots and batts to the big nasty battleships.
Instead of adding more guns to Java, perhaps weapons platforms could be added? Since the missiles track, it stops people from hiding behind objects to avoid gunfire.
Weapon platforms are not bad, but not good either, since all of them can be disabled.
Akura, you are supposed to stay away from those 'nasty-cowardly-bigass' bases like Isis.
This is not a PVP server. So, if you chose to fight near an enemy base, you should be in a disadvantage.
Otherwise, just go to Conn and shoot 'em all up, for what it matters.
And of course I'm going to be a coward and hide behind a base when I'm facing Pancakes and Dreads all day long.
So, all in all, Tau-23 is one of the most dangerous systems in border worlds, being surrounded by Outcasts, being the main way to Galia, being close to the Kusari-BAF war.
It makes every sense for Java to be as powerful as Cali.
Anyway, I don't think this thread is goin' anywhere anymore, I just hope some devs have seen it and gave it a thought.

I approve a general increase of the defences on all the bases.
And this will just increase certain people to go to hug a base each time they start to loose.
Let's say the other party doesn't chase them to the base and waits for the opposing faction to get back into fight. What they do next? nothing propably will go shield run and then shields are up go to fight again. Loose shield, runs to base hug, then goes back to fight again.
Or simply will sit at the base and attack with harsh language instead of pewsticks. And wait until other side will get bored and go our of 10k so that fleeing rule would apply?
Tactic? no cheap win. Just usage of rules loopholes.

Actually, that's already happening with Outcasts starting a fight at Java and then taking it to Cali base.
And I don't have a problem with that, really, if they are underpowered.
And they only do that if they are underpowered. So, what's the problem?
It's not base hugging. It is tactics.
