Also the thing about bounties in general is that the RP is so damn unoriginal and dull. It doesn't matter how you say you are going to collect, the hunter will not stop till he is either overwhelmed or has killed his target, lame.
I always think a blanket ID is an occupational hazard, a hazard which can be avoided if you don't mess around with it. For example, if you just stand their in space, unnaware a Freelancer is going to claim a bounty then your done for, however if you fly around being sneaky of your presence you could avoid it, as well as getting a hit off the Freelancer who wants the bounty before he does.

Yeah, but I don't want to avoid player interaction because I have a bounty on me, but at the same time I don't want to be hunted and ruin my RP mood.
First off space is dangerous
Second off being a pirate is asking for trouble

Mercenary contractors have always been part of the world.
They were hired to clean up the dirty work of other groups.
Sometimes if paid enough they would go after whole organisations/groups.
But 1 think I don't really like is what is paid for the bounties.
I remember Juni and trent being in the top most wanted list in Liberty and they a well 1.000.000cr on their head. And if I recall correctly even a whole wing of BHG ships was after Juni and Trent.
To come to my point.
Why would liberty pay 1.000.000cr for a liberty rogue?
We'll of course players are harder to defeat but giving them the same bounty as the people on the most wanted list?
Oh well I sense it was just 100% inflation since the Nomad wars?
But if they were lowered maybe the whole freelancer/merc spam would become a little less again.

blanket bounties started with the overcomplication of the bounty system. - i think it was the LPI that installed a low profit blanket bounty on criminals on a RP basis ( since the LPI is a private company, they hired guns to assist them against the flood of pirates )
for well over half a year - it was never a problem, even when other houses imitated the concept ( like bretonia and later rheinland - at least for a short time )
it escalated when someone posted a blanked bounty on all zoners "cause a zoner killed his brother" or something. - at that time... there was a major discussion about it - and truth be told - pretty much everyone but zoners felt its totally justified to bounty an entire faction.
since then - it was common practice to simply bounty everyone for the simplicity of things - only recently we got critizism about it - and a minimum bounty amount ( mostly due to mindless pvp in liberty based on those bounties from what i gather )
but the past shows that it depends very much which faction is bountied to determine if the majority feels its the right or wrong thing to do.
I dont like the idea of every faction bounting all there enemies, to me it seems like the police putting a bounty on anyone who wears a gang symbol. Id rather see a smaller reward for proof of pirating or attacks on their company, then placing bounties on that person...mercenaries get paid for informating.
Freelancers and mercenaries in my opinion should be hired for a period of time to do a specific task, or hired on the spot to help in a pinch. Not sent on go kill anyone who holds a liberty flag.
Blanket bounties make a Bounty Hunter's/merc's existence all the more plausible. If you work for a faction, person, or house, you are to target the enemies of that entity. You are effectively a hired part of that group. In Freelancer, there are individuals. But we must remember that Sirius is a really really really really really big place. If I have beef with one person, and I have money to burn, I'll be sure to set up a blanket bounty on the faction that person belongs to to make him sweat.
As for what Jinx said: I find that plausible. If a Zoner pissed me off, it would be entirely up to me to persecute the individual or the collective. We want the collective to eject the individual and see him as a liability to their security. More often than not, it freaking works. I love the parts where people have to say, "(Insert payer's name here) says hello and to blame (Insert antagonist's name here)." So magical to see the whinge threads on perfectly legitimate roleplay.
If you hate blanket bounties, then you hate being an unlawful. It comes with the job. And people take these jobs.
