My main computer has an E8400 and an HD4850 in it. It's not a performance issue, since I don't get screen lag.
If anything, it resembles upload lag, but I have no idea how to solve it. It happens wherever I am, almost whenever I play. Different internet connections and different computers don't make much of a difference.
It's pretty frustrating, since it never feels like a truely fair fight just occurred. I don't like to win because of smallprint.
Most private internet connections do have a significantly broader downstream then an upstream. Check if any system using your connection is transmitting data. If you are using a wireless router, try disabling it's antenna for giggles, might be that someone else is piggybacking on your connection.
And check for trojans, if your system is part of a botnet and blasting out spam, that would definately choke your upstream up.

If you live in parts of the world far away from where the server is hosted, not even the best ISP can provide you with a smooth connection to the server. Data loss occurs over long distances and there's no way to avoid this, the quality of your line is important but you'd also want to look at a better bandwidth.
Best solution? Play on a server which is geographically closer to where you live.
