Dont use your Angels ships as personal go anywhere ships. Unless you are working with a newbie, you all should be in Penn and New York. I always find it a bit weird to find Angels in Theta or Gallia taking part in rp there. Angels exist outside of rp and should stay that way.
I wouldn't say that they aren't allowed to stay in Gamma or Dublin or Alpha or Minor. There are People that could need some Help as well. However they can surely use the PM Function, so it is indeed better to stay in Liberty, but not horribly wrong to be somewhere else.

Angels shouldn't take part in roleplay but being an OORP entity showed to be quite difficult since angels are supposed to be examples for newbies, this is why I encourage the other angels to roleplay in local, but only if a player begin an interaction with the said angel and still the possibilities are very limited. To sum up, roleplay, but not too much.
About the "personal go anywhere" thing, well that would require some evidence or whatever Zelot, I witnessed that happen only once and it stopped when it became a nice discodrama. I don't have the leadership authority to do anything when such cases appears, so you should contact Dejavu if this happen again. On my side I just expect people to not join the Angels just to have lolfun with a neutral ID.
A few changes have been discussed between active Angels, let's see if something changes, but for now Angels should be mainly in NY / Penn since most of the work is done by PM or player requesting angel support to sort out a situation with a newbie which is also done 95% of the time in NY or Penn.
Although recently we started to watch Dublin, and we're very unpleased at what's going on in there, especially newbies who are told by the previous newbies "dublin, gold ore, SELL ---> BS ))". It's a whole part of disco that's going on in Dublin and it's ruining a lot of potential (lol really ?) because if these previous miners received some sort of teaching about rules and roleplay then they would have given this teaching to the actual miners just like they give the "dublin, gold ore, SELL ---> BS ))" lesson. Anyway I'm starting to repeat myself so uh, I guess you get the point.
Anyway we'll have to dispatch a few peeps to Gallia too because newbies really like to "come in peace" into an hostile house they know nothing about and go reopgerogberohberoubzezaf when they are blowed up or decide to abuse the game mechanics to achieve their goals without considering roleplay.
I honestly think that Angels spending time in some "hot spots" like Dublin or Tau 23 can be only good thing. There are also some other places, but these two systems can give people some serious headache.

We have specialised Angels made specifically for hotspots or problem areas.
Currently, they should be Pennsylvania, New York, Omicron Gamma, Omicron Alpha, Tau 23, Dublin, Omicron Minor and Omicron Delta. (However, the last two are less so now.)

With all due respect Zelot, your point of view over this matter only speaks of your lack of experience in dealing with newbies and lack of knowledge of one's responsibilities and opportunities as an Angel. I'm not going to discuss the "Personal go anywhere" part of your point, because neither did it concern me when I was still part of the faction, nor was I ever in a position in the faction to be responsible for what the other Angels do, so I'm just going to try and explain my view point over the highlighted part of your post.
I believe I was one of the first Angels who started making ships and parking them in anywhere other than Liberty. During my time as an Angel, I had 5 Ships, parked in Pennsy (i.e. NY), Minor, Gamma, Alpha (i.e. T23) and Dublin. Places where I always referred to as "Hot spots". After I left the faction, I passed my ships to Penpen, and insisted that he uses all the ships, not only the one parked on Erie. Reasoning behind this was really simple: After observing the newbies for a while, you'll come to realize there are two major types of newbies - Newbies in small ships, and Newbies in big ships.
First type are the ones that Angels try to help around Pennsy and NY. Those are the type who generally don't have a clue about how this game works, what Roleplaying is, and how should they work their way up to get whatever ships they want. They are eager to learn, and most of them realize soon after they join the server, that it would be much easier if they ask how should they do it all. And -those- are the majority of people who contact the Angels over PM. Dealing with this type is really easy, you'll just have to give them an overview about Roleplaying, and then show them the Helium field behind Erie, and they'll work their ways up from there.
On the other hand, there are newbies who've spent a week in Pennsy, and then a week or two in Dublin, and now fly their Cap8 Battleships - and this is where the tough part is: Most (if not all) of them think only because they fly big ships, they know everything and they're always right. -That- is why they never ask, nor listen to regular players' advice when they do something wrong... And trust me, most of the time they do everything wrong! These are the type that very rarely contact an Angel over PM to ask a question, even when they get sanctioned twice in one week. Helping these type and showing them the right way of things is the hard part about being an Angel. They don't come to you to ask, so you'll have to be present and observe their moves, and when you notice they're doing something wrong - even though they believe that's the right thing to do - you, as an Angel, will have to PM them and try to explain it to them in a friendly tone, so they don't get all defensive and ignore your main point.
Let me give you an example from an atmosphere which you're probably most familiar with:
Half a dozen of Hostile fighters, 15k from a brown planet called "Crete". What's the usual opposing force? 3 Cap8 Legates, 2 Praefects, a bunch of gunboats, a bomber or two and a couple of fighters. Problem is, None of these people see what's wrong with attacking those 6 fighters with all they have, because they don't understand the main concept of fairplay. And very often you'll witness All of the larger ships running to Crete mooring point as soon as they run dry on regens, and coming back fully repaired and fully refilled... And when one of the hostile fighters tries to tell them what they're doing wrong, most of the time they take it as a whine PM only because the hostile side is "loosing".
Let's be honest with each other, sad but true - most of the newbies won't listen to you unless you have an [Admin] or [Angel] tag in front of your name. Quite often, I had tried to help someone on one of my regular chars, they rarely even listened to what I said, and funny is, once I actually got this reply: "lol ur not angel".
I can give you many of other examples that I witnessed during my time as an Angel, and even though some might call it "Pure example of lolwuttery", I dare say not even one of them was in or even around Liberty. Angels should stay in NY and Penn, then who should be in Tau-23 when 2 Outcast Destroyers are pirating an IMG Hegemon for 10 mils each? (Yes, this actually happened)
Also, I had always roleplayed on my Angel characters, both to be an example for newbies and also to have some random fun when I'm on my Angel ship. From time to time, you see Angels RPing with someone in Local, while they're actually replying to a couple of PMs meanwhile, which you generally don't notice as a third person, and from time to time, all PMs suddenly go quiet but you know you'll start getting spammed with questions again if you hang around for another 10 minutes, so why sit in a corner silently when you can take part in a casual RP which could be fun as well? ...And speaking of having fun, isn't that what this game is all about?
Angels are not here only to show newbies in Penn how to make cash and how to use *Laugh* instead of ' )) ', angels are here to try and help everyone, for betterment of this server, its gameplay, roleplay and fairplay alike... That is something you'll most often fail to do by sitting only next to Erie or Newark.
I understand your concern about "Angels wasting time in Edge worlds while there are newbies to save in Penn", but let's think outside the box, shall we?:)

No, my concern was much more about Angel ships actively taking part in RP while there are no newbies around, Like when an Angel is trying "mediate" between the Bounty Hunters, Order and Corsairs, or when an Angel heads up to Gallia to play chase around with the GRN. Although, in all my time in Gamma, I have never seen an angel helping the newb Corsairs.
Edit: On a different note, I would be interested to know the status of the Angels bank accounts, and what that money is used for.
