If you are looking for some fighting, your best choice will be a Sabre VHF for starters, armed with Kraken 2's and Imp. Debilitators Mk1.
Other then that, you can try a Switchblade, it's a Heavy fighter, but these require a bit more skill to be deadly.
Bomber is always an option, though you might die a lot in it until you learn to handle it.
So, in short, your best choice would definitely be a Sabre VHF which you can buy on Malta.

Scimitar keeps you alive longer if you got the patience for it. just keep evading but beware of double mines, they will insta-kill you. However, you will deal less damage than in a ship with more gun mounts.
Sabre as a starter-vessel will make you eat quite a few mines, I tell you. but it's a nice ship once you got used to it a little bit. it's also one of the fastest fighters around so you have an easier live evading (only outclassed in speed by about 5 fighter, all of them with lesser gun mounts or without the forward-firing turret).

You need to bribe zoners, you can find bribes in the bar , I assume you talk about fp1 in t37.
Other option is to fly to Coronado and buy it from the freelancers at Barrier Gate.

No you cant,there is tech chart who shows what tech you can use and what you cannot. Here and here.
There you can see what ships or technology you can use according to your ID and IFF.

I suggest you read the rules again and take a look at the tech chart if you think so.
and for the matter Saber VHF is your best choice to start with.
