I'm not 'mad' at all. At least I had some RP guidelines though. The issue here was the credibility of those guidelines. I was a bit annoyed at the other guys lack of vision and inflexibility but i covered that earlier i believe

Well, you will be surprised at the number of people like that man. Some people just want to get things going in their own way, disregarding what other people think. Its pretty common because a lot of different people play here.

Oh for sure. Hence me wanting some clarification on what i was trying to Rp being feasible.
First of all: It was role play which took place. Regardless of what you think as the player. He acted as if it was illegal, and that is what counts.
As long as there are no intentions to bend server rules, it is fine RP. (If it is just to annoy the player behind the character, then of course it is not fine RP)
Now a quick peek into the rules:

The initial rule is there to avoid skipping RP due to a CD. So yes, a CD is no aggression on its own.
5 CD's without demands or any RP are an annoyance and your crew might get pissed off.
Logic solution: You take initiative and RP. The RP put into context with the CD's result in you blasting the source of annoyance.
This scenario hardly ever happens, so it shouldn't be much of a hassle to take a few SS in case the guy tries to fill a fake violation report.

What he did was consistent with hogosha RP.
Kusari is a fascist state where racism against outsiders is the norm, and the the state has an illegal hit squad (the hogosha) that uses violence to advance the state's economic agenda while breaking its own laws.
You might as well call any other pirate inflexible for pirating you and not letting you go.

This is largely incorrect. The Hogosha are an independent entity which utilizes a mixture of social integration and political pressure through means of blackmail and grassroots force to maintain a certain air of autonomy from the law. They are in no way a "illegal hit squad".
Furthermore, the fashion in which they operate demands recognition of the fact that Kusari is not a fascist state, but rather a constitutional monarchy with a broad hierarchy of elected officials to govern the various aspects of state. If this was not the case the Hogosha would be largely incapable of functioning over the course of centuries.
In short, the only agenda that the Hogosha further is that of the Hogosha. In this respect they differ considerably from the Farmers, a group with which the Hogosha are usually lumped.
Finally, the declaration of universal racism against outsiders is also flawed when delivered in absolute terms. The conflict between traditional views and isolationism and progressive views and a more open society is the foundation of the Kusari we have today. From the proliferation of Synthfoods to the pressure of the Bounty Hunters Guild to the conflict between Samura and Kishiro.
You had illegal cargo in Kusari. You were flying a cruiser class vessel in Kusari space. Both are forbidden by the Kusari government. Regardless of the reasons you gave him, you were breaking their laws, so he was basing his role play off that. Zoners are not well liked in Kusari (hell, if you aren't from Kusari you aren't well liked there). So yes, if you encounter a local they might be rather rude to you, its part of their role play.
There is also the possibility that the Hogosha you encountered has never heard of Corinth (at least his character in RP hasn't) and thus didn't believe your story. Seeing as Corinth is hidden in an asteroid field in Omicron-74 and the Hogs rarely if ever visit that system it is highly likely he doesn't know it exists.
TLDR: It was role play, no more threads like this please.

Anybody shipping contraband to Corinth would certainly not mention the real destination. There are reasons why this base is hidden, as there are reasons why nobody would really dare to fly with a cruiser through Kusari without a previously gained permission to do so, while feeling comfortably right.
Also, a Hogosha following your trail while putting loudly blame on you, just because he cannot stop you otherwise, seems to be strange as well. It's almost ridiculous. I'd assume that a real Hogosha would summon enough ships within no time to stop you from passing through Kusari - of course without wasting too many words on you as well.
That's what would likely happen in a real universe, but abstractions like role play have to make compromises. So, everything should actually be fine, since there are always situations which cannot provide enough environment to support high role play standards, an implicit misconception we cannot avoid.
Still, if you believe that your counter-part did not even try to play his role you sould probably address him privately, and try to discuss the situation.
Mate. I had an similar issue with Light arms in Rheinland. I had 5 on board my ship for crew defense. I was stopped by the RM and asked if I knew about them being illegal. My in role-play character said he didn't know and would be willing to drop them for the sake of keeping the peace. I also PMed the officer in question and simply stated OORP that it was for the personal defense of the crew. He seemed to acknowledge this and sent me on my way. You will be surprised what a simple PM can accomplish.
In your case I do think some blame lies with you. You shouldn't be in House space with counterfeit software in a Corvo Cruiser without first seeking proper authorisation from the House authorities. That is actually correct role-play itself. Even researchers need permission to come to other people's countries in order to conduct their research. Simple common sense.
Anyway, contrary to what others say. I like the fact that you try to make sense of others role-play and try to gain a better understanding. People that just think they know it all sometimes make this game, not a game at all. They enjoy the attention by ramming their role-play down your throat. I learnt in my short time here to simply let them be and one lost cargo haul is better than worrying about someones larger than life ego.
Just my 2 cents worth. And matey, if you get sanctioned at least you, unlike others, would have admitted your wrongdoings and tried to explain why you did what you did.
Oh and Dusty, what Kusari isolation represents is Apartheid. Simply put, Kusari is South Africa pre 1990. With respect to its isolation, not its actual nation. Which would be Japan.
