They don't have to catch you breaking the law to kill you. The only place that is stated is in several player issued bounties. You are free game for anyone who's ID says they can hunt pirates.

The fact that lawful NPCs are shooting you is a good indication of your affiliation. Otherwise we might just remove that line from the IDs along with the rephacks for the ID.

But how do you know the ID is there?
Would,for example, a Smuggler own an ID that says "Smuggler ID"?

The server rules require you to scan the ID prior any attack. So when you find a pirate one it's your responsibility to come up with an excuse to shoot it. Roleplay it out.

But if the player in-rp reports it to the authorities,it wouldn't look very good on DSE right?Cuz it would look like this DSE guy just shot an ordinary joe who didn't do anything wrong.

No rule broken. RP consequences may follow however.
Now imagine the gazillion Pirate ID players claiming they never robbed anyone and spamming PvP violation reports. What a nightmare.

Again, imo, just possessing a pirate it, doesn't make you a bad guy. It's how you roleplay it that makes the difference.
It doesn't necessarily make you a "bad guy" - because what does that phrase mean anyway?
It certainly makes you a pirate.
I said how I'm acting towards Pirate ID - suspect, but not a target until proven guilty. That's a courtesy, I am not forced to act like that by rules. A common phrase to RP it out would be "You are a known pirate" - bacause that's pretty much what the ID is inRP.
Edit: I take the ID like that even when I'm not just attacking outright. Because my military officer won't kill somebody just because he knows he is a crook. He follows the law.
