And how to you see a worthy person unless it flies one and you've seen the results? That's the problem - you can't. Stories can be written up, all kind of logical explanations can be made, but in the end what matters is how you play the role in game.
And putting them away to undockable base will effectively lock them from everyone. Mark my words. Now we don't take away Osiris because some people can't roleplay them, right? Of course not, but what if we do the same to them? What if we go that path? Where will it lead? Because of majority who can't you want take away nomad ships from the very few, but those few, quite frankly, add RP spice around (nomad lair chase?).
And secondly - how exactly overpowered they are? Light fighter? Gunboat with huge profile and aiming dead zones? Cruiser with broken hitbox (I don't even own one due to that)? Battleship? Don't think they are uber ships, they are not. Light fighter is quite balanced although I'd give it mines. Gunboat needs major balance fix. Cruiser needs new model with proper hitbox before it can be even considered usable. Battleship is quite fine which I'm enjoying at the moment (I still use light fighter quite often), I think it's balanced. And I fly all of them except for cruiser.
I think Frozen's idea is the best - a light fighter for trial (and that's exactly what I did - I started with light fighter to see if it's possible to play them). If you get along with it and it's roleplay then others will become available. But you try it yourself without intervention from admins, because they have far more important things to do.

Ok. I'm going to make a final attempt to explain...
Most people think that a player must earn the right to fly those. Ok, that sounds fair, but how exactly can you implement that "right"? If all the ships, including the light fighter will be given by requesting admins then I see tremendous work for them, kind of problems I'm sure they don't want to have. Besides there is a huge problem with identifying a worthy person. An exam? A quiz? How exactly? That's the thing - the solution is ineffective and cumbersome by design.
The idea that Frozen has suggested here is that light fighter remains available to public, a sort of trial for those wishing to try. Thus it's far easier to identify if the person is worthy: mentions in message dumps and such, that is the proof. If people think that the character is a nomad then it's a nomad, but you can find it out only by playing the game as one. Otherwise such player will be dealt with like anyone else who breaks the roleplay, there is no difference.
The way I see it, there are only 2 logical options;
Please note: I'm aware you can't actually remove them, merely make them not sold
1; Remove all the Nomad ships, remove all or work at removing all of the non-FL ships
2; Keep the Nomad ships and make the ID/Tag available via admin approved request.
The reason is, if you are going to say Nomad ships are out of RP (despite being major canonicaly players in vanilla), you must logically apply these same standards to BSG/Homeworld/SW/etc ships.
You could potentially say that humanness is the only RP, but if you are going to go by in game avatars, you might as well say roleplaying Trent clones in thick jackets should be the only allowed RP. In any case, Star Wars Humans aren't even from Earth. They are from Coruscant. So they aren't human either.
Plus, the technological levels of different canons vary wildly. Homeworld is semi-hard sci fi about a notch below FL society in speed, but at Nomad level in production. Firefly is below FL in advancedness by nearly an order of magnitude. Battlestar Galactica is a close match for FL, plus it's story is semi reconciliable unless you consider the inconsistent and ridiculous extended intro to be canon (and if the Nomads could blow up a star so fast, why the hell didn't they blow up Minor either in the several months or more than 30 years between it's construction and the activation of the Hypergate/present.
Star Wars is completely and utterly beyond Freelancer in every way. There are 1024 SECTORS in their Galaxy, and the majority of their ships deliver petaton level firepower (for measurement, that's roughly 1 million times the entire worlds nuclear arsenal for a single petaton) in mere seconds and fly across the entire Galaxy using personal hyperdrives in merely half a day or so. They would be 2nd only to the Dom Kavash in power, and would actually make suitable RIVALS for the Dom Kavash.
Starfox.. well, that's a gray area.

There is only one way to RP a human flying a nomad ship... The people that say there is not a way to RP that, lack the capacity to see this one way a human can fly a nomad ship.
That way is imagination. Use your imagination to think up a way to explain how and why your character, as a human, can fly a nomad ship. Or if you do not want to, let other people that do be.
If you find their RP faulty, talk to them directly about it. Please do not say that no one can do something because it does not make sense to you personally.
People please, read some of the other outlandish crazy off the wall stories that people have. Compared to some of this stuff, flying a nomad ship is simple.
The problem of pvp whores flying them, is fixed with a rule violation report. The problem of a well played RP nomad, is only fixable by you RPing your way out of it.
My RM character had a pretty creepy chat with a nomad fighter yesterday, one that she hopes to speak with again, but cannot currently because of hostilities.

Alternatively, you could cut out the human part altogether. It may be impossible to RP a human flying a Nomad ship (and it isn't, as Taurvi demonstrates) but a Nomad flying a Nomad ship?
And amen to that. We have all sorts of bizarre and implausible crossovers on virtually every biography. Next to that, Nomads look like RPing as a member of the Freelancer faction.

Omicron Lost, however, is not the Nomad homeworld. Omicron Major is, (though Major is dead with no jumpgates/holes except back to Minor), and you are correct in saying it would be a good candidate.
I don't see why we are having 2 Nomad guard systems. Most people seem to fear Nomad RPers/factions/anything but NPCs like the plague due to the risk of PVP whoring, and no faction, not even the houses, gets 2 systems to itself. Or maybe, Igiss is just playing a prank on us.
first of all...nomads don't have a homesystem...they are geneticly engineered to be organisims that survive in space.

That remark about the Phantoms is ridiculous. Why do you think they got their own faction? Why do you think they are allowed to exist? It's because they have demonstrated an extreme commitment to RP, and the admins themselves agree so.
They have demonstrated they will not abuse their position of power, they will not abuse their situation, and, as Tony has observed, they are in RP no matter where they go, which is one of the most important rules in Disco RP.
So please, don't blame the Phantoms, SCRA, RoS, Xenos, mercs or Nomads for PVP whores. Blame the fact we don't keep with the game's T rating and add a COPPA agreement to the forums/server.
